The Permanent Secretary, Federal Ministry of Water Resources and Sanitation, Richard Pheelangwah, has formally launched the “Performance Management System (PMS) Day” in the Ministry on Thursday, 10th October 2024, at the Ministry’s conference room in Abuja. This initiative represents a significant step in the Ministry’s commitment to enhancing transparency, accountability, and performance within the Public Service.
In his remarks, Pheelangwah commended the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, OON, mni, for her inspiring leadership in driving ongoing reform initiatives in the Public Service. He also acknowledged the invaluable support of the Honourable Minister of Water Resources and Sanitation, Engr. Professor Joseph Terlumun Utsev, and the Honourable Minister of State, Mr. Bello Muhammed Goronyo, for making this milestone a reality.
Pheelangwah stressed that the Performance Management System represents a formal commitment to align staff roles and contributions with the broader objectives of the Ministry. He added that the initiative will help track, measure, and manage the outcomes of activities, programs, and projects, ensuring that the Ministry delivers on its mandate of Sustainable Water Resources Management and Sanitation for all Nigerians.
The Permanent Secretary highlighted the importance of the PMS, stating that it is a non-negotiable framework aimed at improving service delivery, promoting equity, and fostering a results-driven work culture. He urged all Directorate-level officers to swiftly cascade the initiative down to their subordinates and ensure that clear targets are set and regularly reviewed.
Mr. Pheelangwah also announced that every Thursday of the week will be observed as “Performance Management System Day” in the Ministry and across all Ministries, Departments, and Agencies (MDAs), reinforcing the reform initiatives among Civil Servants. He underscored that the day marks not just another administrative process but a key drive towards adopting a culture of continuous improvement in service delivery.
The Director of Human Resource Management, Mrs. Helen Anyakwo, warmly welcomed attendees to the launch of PMS noting that it is a tool for staff empowerment, accountability, and continuous improvement, which is crucial for addressing challenges in Water Resources and Sanitation.
Mrs. Anyakwo encouraged active participation, emphasizing that the PMS will transform operations, improve service delivery, and ultimately contribute to the well-being of the communities the Ministry serves. She urged staff to remain focused on the Ministry’s mission and to work collectively toward excellence.
