The Director-General, Bureau of Public Procurement, Dr. Adebowale A. Adedokun, FCIPS, ACFE, has urged procurement practitioners to be pro-active and diligent in their duties as professionals, as the Federal Government has laid down policies and procurement guidelines that will be much benefits for procurement officers and Nigerian citizens.

The DG made this known during a symposium organized by the Chartered Institute of Procurement and Supply (CIPS) here in Abuja, with the theme “Driving Value and Sustainability in Resource Limited Settings via Strategic Procurement. Dr. Adebowale, in his keynote address, stated that the Bureau of Public Procurement is strategically positioned to play a crucial role in actualizing the ‘Renewed Hope Agenda’ of President Bola Ahmed Tinubu, GCFR.

He said that, the Bureau is empowered by the virtue of its function and powers to supervise the implementation of established government policies, and ensures that, public procurement processes are aligned with national development goals and objectives, which enables the Bureau to drive reforms, promote transparency, accountability and value for money. Adding that, through its regulatory function of oversight and collaboration with professional bodies and stakeholders, BPP is poised to make a significant impact on the nation’s socio-economic development.

Dr. Adedokun stated that, BPP is in partnership with the Chartered Institute of Procurement and Supply (CIPS), and in line with the “Nigeria First” Policy of His Excellency, President Bola Ahmed Tinubu, GCFR, CIPS is set to establish its office in Nigeria. This partnership will further strengthen the capacity to drive procurement excellence and promote best practices in the public sector.

He further explained that, with the collaboration with CIPS, both entities are striving to develop a National Procurement Strategy Document that will provide a framework for procurement excellence at both national and sub-national levels of government; a document to serve as a guide to promote transparency, accountability and value for money.

The DG, BPP, highlighted some of the Bureau’s initiatives in harmonizing existing government policies in public procurement, which includes: The launch of the National Procurement Certification Platform, a pioneering framework, designed for the training, development, certification and elevation of the skills and expertise of procurement professionals, as there are plans in setting up a Human Capacity Development Strategy in Nigeria. Adding that the Bureau is focusing in other key initiatives such as; strengthening critical stakeholders’ collaboration; Public enlightenment, education and advocacy; Open Access to procurement records, developing price intelligence and benchmarking system; Use of Revised Standard Bidding Document; Deployment of contractors, consultants and service providers’; Introducing the policy of Community Based procurement; Development of Affirmative procurement policy; Support for SMEs; A shift to sector based procurement policy and guidelines; Collaboration with States and Local Government Authorities; Continuous Capacity building programs; Partnership with CSOs and Anti-Corruption Agencies; Monitoring and Evaluation, as well as Procurement Audit; Development and deployment of E-government procurement system; Guidelines for implementation of procurement activities for 2025; and the Review of the Public Procurement Act, 2007.

With these initiatives and partnership, CIPS will deploy its resources to institutionalize its presence in Nigeria, working with BPP to ensure a future where procurement will be institutionalized in every layer of government, and used as a governance tool, not affected by changes in government, as he re-iterated the transformation and ‘Renewed Hope Agenda’ of President Bola Ahmed Tinubu, GCFR, to position Nigeria as a leader in procurement in Africa.

BPP is committed to collaborate with CIPS and other stakeholders to achieve this vision and promote sustainable development in Nigeria. However, an award of the position of “Fellow” of the Chartered Institute of Procurement and Supply was conferred upon the Director-General, BPP, and will henceforth be addressed as Dr. Adebowale A. Adedokun, FCIPS.
