FIC Report (Edo State) – In a move aimed at boosting transparency and accountability within Nigeria’s Healthcare Sector, the House of Representatives’ Committee on Health Institutions has intensified its investigation into the University of Benin Teaching Hospital (UBTH). The ongoing probe has garnered significant attention, as it seeks to scrutinize the Hospital’s Financial Management, Infrastructure, and overall Operations.
Honorable Hon. Patrick Umoh, Chairman of the Committee, provided an update on the investigation, emphasizing that the process is thorough and methodical. “Our Constitutional mandate compels us to oversee Government Agencies, including Health Institutions like UBTH,” he stated. “We are currently examining their budgets, drug revolving funds, personnel records, and infrastructure status to ensure proper Management and Accountability.”
Briefing Newsmen, August 26th, 2025, Chairman, House of Representatives Committee on Health Institutions, Hon. Patrick Umoh, accompanied by Member Representing Orhionmwon/Uhunmwode Federal Constituency in Edo State, Hon. Billy Osawaru and the Clerk of the House, Dr. Yahaya Danzaria reviewed the Hospital’s Financial Documents, including the 2024 budget and projections for 2025. They also inspected records related to the Drug revolving fund, a critical component in the Hospital’s Procurement and supply Chain Management. While the full report is still being prepared, Hon. Umoh, assured the Public that the findings will be comprehensive and transparent.
One of the key issues under Investigation is a reported discrepancy involving a purported 4 billion Naira linked to Drug Funds. “We are currently conducting audits to verify these claims,” Hon. Umoh, explained. “It’s premature to draw conclusions until our investigations are complete. We are committed to due process and fairness.”
The Investigation also touches on Infrastructure challenges and Staff performance at UBTH, a large 650-bed facility. The Committee highlighted the need for urgent upgrades in Hospital Facilities, Emergency Response Systems, and Staff capacity to meet the growing demands of Patients.
The Committee Chair clarified that no decisions have been made. “Everyone is presumed innocent until proven otherwise. Our role is to conduct a fair investigation, invite Stakeholders, review all relevant documents, and produce an unbiased report,” he said.


He further warned against sensationalism and premature reporting, urging the media and the public to wait for the official report. “You can report that concerns have been raised and investigations are ongoing. But no one should jump to conclusions or make accusations without evidence,” he advised. he emphasized.
The Committee’s Investigation is part of a broader effort by the Government to ensure accountability in Public Healthcare. Hon. Umoh reiterated that the process involves rigorous Audits, Stakeholder hearings, and Consultations with relevant Experts to ensure accuracy and fairness.
As the investigation gains momentum, Stakeholders, including Hospital Management and Health Experts, await the final report, which is expected to shed light on the hospital’s financial integrity and operational efficiency. The Outcome could pave the way for reforms aimed at improving Healthcare delivery and strengthening oversight mechanisms across Nigeria’s Public Health Institutions.
For now, the House of Representatives’ Committee remains committed to transparency, diligence, and fairness as it works toward unveiling the truth behind UBTH’s Management and Finances.
