In a determined move to fostering a culture of accountability and zero tolerance for corruption, the Federal Ministry of Transportation on Tuesday, 26th July 2025, in Abuja, officially inaugurated its Anti-Corruption and Transparency Unit (ACTU), in collaboration with the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

Speaking at the inauguration ceremony, the Director, Overseeing the Office of the Permanent Secretary (DOOPS), Musa Ibrahim, represented by the Director, Special Duties in the Ministry, Dr. Vivian Nwosu said the launch reflects the Ministry’s commitment to promoting integrity, accountability, and transparency within its operations, emphasizing the need to conduct government business with transparency, honesty, and fairness.

On the role of the ACTU Unit, Ibrahim Musa said: “The ACTU Unit is set up to play a vital role in promoting compliance and preventing corruption within our Ministry and its Agencies. They will be the champions of our integrity efforts, ensuring that our policies and procedures are implemented effectively and that any potential risk are identified and mitigated.”

Speaking further he said: “We expect our anti – corruption officers to develop and implement effective anti – corruption strategies and code of ethics, provide enlightenment / awareness programs for the staff of the Ministry, investigate and address potential corruption incidents and collaborate with relevant stakeholders to promote a culture of accountability and integrity”, he added.

The DOOPS disclosed that the Ministry is committed to providing the anti – corruption and transparency unit with the necessary resources and support it needs to perform their duties effectively, in providing capacity building, access to relevant information and data to enhance fostering of a culture of transparency and accountability at any given time.

Speaking on behalf of the ICPC Chairman, Dr. Musa Adamu Aliyu, Head of Systems Study and Review Division, Mr. Jude Okoye, while thanking the ministry for the support in facilitating the inauguration of the Unit, also emphasised that the Unit functions as an internal mechanisms to identify and address systemic weaknesses while ensuring compliance and ethical standards across MDAs.

He added that the ACTU will also support the management of the Ministry in achieving its mandate to evolve a world-class, safe, efficient, and intermodal transportation system that positions Nigeria as a regional hub.

According to him, ACTU will serve as a strategic instrument to support management in achieving the above stated objectives through its mandated duties, which he outlined
to include: conducting periodic sensitization and training of staff to foster anti-corruption awareness and adherence to ethical Standards, examining organisational systems, processes, and procedures prone to corruption and proposing actionable solutions, conducting Corruption Risk Assessments to proactively identify potential vulnerabilities and mitigate risks, among others.

He further disclosed that the ACTU Unit functions as a complementary body to Management, operating under the direct oversight of the Permanent Secretary. Its role according to him, is not to compete with or replace Management but to strengthen efforts in promoting transparency, accountability, and ethical practices.

The newly appointed ACTU Chairman in the ministry, Mr. Nasiru Abubakar, while accepting his nomination, expressed gratitude to the Ministry and ICPC for the confidence reposed in them to be members of the Committee while pledging to lead with transparency, teamwork, and uphold the Unit’s mission of integrity and accountability. He seeks for cooperation of all to succeed in the task.
