FIC Report (Benue State) – The Speaker of the Benue State House of Assembly, Rt. Hon. Alfred Berger Emberga, on Wednesday, 15th October 2025, received the 2025 Supplementary Budget from the Governor of Benue State, Rev. Fr. Dr. Hyacinth Iormem Alia, seeking the Statewide Revision of Votes in the Approved 2025 Budget of Human Capital Development, Food Security and Digital Economy, to be considered as the Benue State Supplementary Budget for the 2025 Fiscal Year.

In a formal communication addressed to the Honorable Speaker and Members of the House, Governor Alia explained that the supplementary budget became necessary to address unforeseen but critical financial requirements that have emerged since the approval of the original 2025 budget.

According to the Governor, the supplementary budget reflects his administration’s unwavering commitment to addressing pressing developmental priorities and ensuring efficient service delivery to the people of Benue State.

While maintaining the total approved 2025 budget ceiling of ₦550.1 billion, Governor Alia noted that certain sectoral and statewide line items have been revised to reflect emerging needs. He emphasized that the recurrent–capital ratio remains in favor of capital expenditure, demonstrating the government’s determination to sustain the positive trajectory of economic growth and infrastructural development.

Key highlights of the revised budget include:

Human Capital Development: Additional allocations have been proposed to strengthen educational infrastructure, enhance teacher training programs, and improve healthcare delivery.

Agriculture and Food Security: In response to emerging food security challenges, funds have been realigned to support irrigation schemes and boost agricultural productivity across the state.

Infrastructure Development: Increased provisions have been made for road construction, electrification projects, and water supply schemes to improve connectivity and quality of life.

Security and Public Safety: More resources have been earmarked to enhance surveillance capabilities, strengthen community policing, and improve overall public safety.

Digital Economy: Votes have been realigned to expand digital infrastructure, promote e-governance platforms, and support youth-led technology initiatives.

Governor Alia expressed confidence that the supplementary budget will empower the government to effectively respond to emergent needs, accelerate project execution, and promote sustainable socio-economic growth in Benue State.

He appealed to the Honorable Members of the Benue State House of Assembly to give the supplementary budget prompt consideration and approval to facilitate timely implementation.

The Governor reaffirmed his administration’s commitment to transparency and accountability in all fiscal matters, assuring that detailed documents specifying revised line items have been submitted to the House for legislative scrutiny.

Governor Alia thanked the Speaker and Members of the House for their continued support and dedication to the progress of Benue State. The budget was read for the second time and referred to the House Committee on Appropriation for further legislative action.
