In a decisive move to instill a unified vision for governance, the Secretary to the Government of the Federation (SGF), Senator George Akume, CON, and the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, OON, mni, will jointly attend the opening session of the Mandatory Training Programme (MTP) for newly appointed Chief Executive Officers (CEOs) of Federal Parastatals and Agencies, scheduled to commence on Monday, 20th October 2025, at the Administrative Staff College of Nigeria (ASCON), Topo-Badagry, Lagos State.
This high-level participation underscores the premium the Presidency places on strengthening leadership alignment across the Public Service in line with the strategic objectives of the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR, who has provided clear direction and strong support to both the Office of the Secretary to the Government of the Federation (OSGF) and the Office of the Head of the Civil Service of the Federation (OHCSF) in advancing capability building, stakeholder collaboration, and leadership development across the Service.
Organised by the OHCSF and implemented through ASCON, the MTP serves as a structured onboarding and leadership development platform. It familiarises newly appointed CEOs—many from diverse professional or political backgrounds—with the ethos, values, and operating principles of the Nigerian Public Service, and teaches how government business is conducted, including Cabinet procedures, inter-agency coordination, and accountability frameworks.
Through carefully curated modules, participants will be exposed to the 1999 Constitution of the Federal Republic of Nigeria (as amended), Public Service Rules, Financial Regulations, Corporate Governance, Ethics, Accountability, Stakeholder Relationship Management, and the Performance Management System (PMS) anchored on Ministerial Deliverables, tracked by the Central Results and Delivery Coordination Unit (CRCDCU) in the OSGF.
The programme also deepens understanding of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25), which provides the reform framework for repositioning the Civil Service through capability building, performance management, digitalisation, and culture change. This alignment ensures that CEOs appreciate how their agencies contribute to ministerial priorities, sectoral goals, and the broader national development agenda.
The joint attendance of the SGF and HCSF carries deep institutional and symbolic importance as it reflects the synergy between policy coordination and administrative leadership under the Presidency. It demonstrates a unified front in driving ethical leadership, accountability, stakeholder engagement, and performance excellence across the public sector.
It further signifies the Federal Government’s commitment to institutionalising leadership capacity building as a core governance strategy. By strengthening the interface between political appointees and career administrators, the government promotes policy coherence, administrative discipline, and continuity of reforms across Ministries, Departments, and Agencies (MDAs).
The MTP therefore stands as a bold reaffirmation of the Administration’s resolve to entrench professionalism, competence, and service excellence within the Federal Public Service, and to build a results-driven leadership cadre capable of advancing the Renewed Hope Agenda for national transformation
