The Ministry of Regional Development has successfully conducted the 2026 Ministerial Performance Management System (MPMS) Retreat, reinforcing its resolve to strengthen institutional performance, accountability, and effective service delivery across the Ministry and its agencies.
The retreat, which was held on Tuesday, 10th March 2026, at the Permanent Secretary’s Conference Room, Federal Secretariat Complex, Phase I, Abuja, brought together Directors, Heads of Units, and designated PMS Champions within the Ministry. Commissions under the supervision of the Ministry also participated to deliberate on the strategies for the effective implementation of the Ministerial Performance Management System (MPMS).
The retreat commenced with a presentation titled “Overview of the MDAs Performance Management System: Policy, Guidelines and Framework, Imperatives and Next Steps,” delivered by Mr. Abiodun Ajayi of the Performance Management Department of Office of the Head Civil Service Federation.
In his presentation, Mr. Ajayi explained that the Performance Management System is designed to institutionalise a culture of accountability, efficiency, and results-oriented governance across Ministries, Departments and Agencies (MDAs).
He noted that the framework provides clear policy direction and operational guidelines that enable institutions to define Key Result Areas (KRAs), measurable objectives, performance indicators, targets, and performance weights, ensuring that institutional mandates translate into measurable outcomes that contribute to national development goals.
A key feature of the retreat was a series of technical sessions facilitated by consultants led by Dr. Francisca Odeka, who provided practical guidance on the core components of the Ministerial Performance Management System (MPMS).
The sessions focused on defining the MPMS framework and clarifying its key elements, including inputs, Key Result Areas (KRAs), objectives, Key Performance Indicators (KPIs), weights, targets, and Key Outcome Indicators (KOIs). Participants also explored strategies for aligning departmental outputs with the Ministry’s broader strategic objectives.
In her opening address, the Permanent Secretary, Dr. Mary Ogbe, described the retreat as a critical step toward institutionalising a results-driven culture within the Ministry. She emphasised that effective performance management remains central to improving efficiency, strengthening accountability, and ensuring that government programmes deliver tangible benefits to citizens.
She further urged participants to fully embrace the Performance Management System by aligning departmental activities with clearly defined targets and measurable outcomes.
Dr. Ogbe also underscored the Ministry’s dedication to collaboration, continuous learning, and institutional reforms aimed at enhancing its effectiveness in delivering on its mandate.
