
……….Theme: Ensuring Accountability, Transparency and Compliance in the Implementation of Zonal Intervention/Constituency Projects (ZIPs).
The Federal Ministry of Special Duties and Intergovernmental Affairs (FMSDIGA) convened a Two-Day Interactive Meeting on the Implementation of Zonal Intervention/Constituency Projects (ZIPs) in Abuja, bringing together key stakeholders to strengthen collaboration, improve project delivery, and reinforce accountability, transparency, and compliance in the implementation of constituency projects across the country.
The meeting, themed “Ensuring Accountability, Transparency and Compliance in the Implementation of Zonal Intervention/Constituency Projects (ZIPs),” provided a platform for dialogue among the National Assembly, implementing Ministries, Departments and Agencies (MDAs), and other stakeholders involved in the execution of constituency projects and programmes.
In his welcome address, the Permanent Secretary, FMSDIGA, Dr. Onwusoro Maduka I., underscored the importance of collaboration among stakeholders in ensuring the successful implementation of Zonal Intervention and Constituency Projects.
Dr. Maduka noted that the Ministry is statutorily responsible for the monitoring, evaluation, verification, and authorization of payments for verified constituency projects.
He emphasized that the meeting was organized in line with the Ministry’s mandate to facilitate collaboration between the National Assembly, implementing MDAs, and other stakeholders responsible for delivering the benefits of constituency projects to citizens.
The Permanent Secretary explained that although the Ministry traditionally organizes annual stakeholders’ engagements on constituency projects, the event had not been held in recent years due to a lack of appropriation.
He stated that the primary objective of the engagement is to sensitize stakeholders on their collaborative roles and responsibilities, as well as the provisions of the Revised Guidelines on the Implementation of Zonal Intervention/Constituency Projects issued on 20 September 2023.
Dr. Maduka extended a warm welcome to members of the National Assembly, describing them as the initiators of the constituency projects. He urged the legislature to continue supporting the Ministry in its efforts to ensure that constituency projects remain effective tools for delivering grassroots democratic dividends and improving the welfare of citizens.
According to the Permanent Secretary, the Ministry serves as a strategic vehicle for grassroots development through the effective implementation and monitoring of Zonal Intervention/Constituency Projects. He expressed confidence that the calibre of participants at the meeting would contribute meaningfully to discussions and generate practical recommendations for improving project implementation nationwide.
As part of the programme, a presentation on the Guidelines for the Implementation of Zonal Intervention/Constituency Projects was delivered by the Deputy Director, Project and Program, Arch Julie Devour.
The presentation highlighted the need for efficient, effective, and coordinated activities toward achieving presidential directives on constituency projects and ensuring compliance with relevant circulars issued by the Office of the Secretary to the Government of the Federation (OSGF).
Participants reaffirmed their commitment to upholding transparency, accountability, and strict compliance with established guidelines to ensure that constituency projects deliver meaningful and sustainable benefits to communities across the country.
The meeting concluded with renewed commitments from all stakeholders to strengthen inter-agency collaboration, improve project monitoring mechanisms, and ensure the efficient delivery of constituency projects in line with national development priorities.
