The Bureau of Public Procurement (BPP) has said it will uphold shared values for Government Institutions and Organisations to maximise resources towards achieving the goals of Government Reforms and Initiatives for national and economic growth.
The Director-General, Bureau of Public Procurement (BPP), Dr. Adebowale A. Adedokun, FCIPS, made this known when he played host to the President of the Nigeria Institute of Quantity Surveyors in his office in Abuja.
The visit, is aimed at deepening collaboration between BPP and NIQS to seek ways on how Nigeria’s several statutory professional and procurement frameworks will operate in harmonious coexistence, each within its lawful mandate, rather than in overlap or contest form.
Dr. Adedokun while welcoming the NIQS team, appreciated their efforts and importance in executing government projects, stating that NIQS represents a professional body that is conducted on professionalism, transparency, accountability and integrity.
“He stressed the need to build a legacy that endures, stating that the Bureau of Public Procurement has entered an era dedicated to value creation and impactful service delivery”.
”The BPP is anchored on the concept of value for money that translates to value for life. This ensures positive impact on citizens across key sectors such as health, education, infrastructure and technology,” he said.
The DG BPP listed some Procurement reforms approved by His Excellency, President Bola Ahmed Tinubu, GCFR, and called on all professional bodies to appreciate President Tinubu for his transformative reforms, and to key into the initiative for effective implementation, stressing that BPP is a stimulator, a catalyst, an enabler that helps other organisations to thrive.
He reiterated that BPP is a regulatory and compliance institution that places premium on professionalism and that the Bureau is focusing on Sector-Based Procurement where thresholds will be designed for every to sector; Classification and categorisation of contractors. He urged the NIQS to provide its database to the Bureau for the updates of their practicing members.
The DG also emphasised the need for professionalism in the preparation of Bills of Quantities particularly for construction projects. He clearly stated that all Bills must be signed and sealed by the respective professional who prepared them, as they will take professional responsibility for their accuracy and adequacy of quantities and discriptions of work in the Bills. He stressed that all MDAs should ensure that the Bills are signed and sealed before using them for any procurement.
The President of the Nigerian Institute of Quantity Surveyors, QS Dr. Aminu M. Bashir, FNIQS, commended the DG-BPP, Dr. Adedokun who is an Honorary Fellow of NIQS for his reform approach and records, and recalled all BPP launched reforms that frowns at and prevent corruption in the procurement ecosystem.
Dr. Aminu Bashir reaffirms the institute’s firm and unreserved support for the reform agenda which BPP is driving, with such energy and conviction. He stated that the major drive of Quantity Surveying profession to the Bureau’s reform agenda is its central organising idea which is “Value-for-Money”. This culminates the NQIS support for the recent Guidelines on the Revised Policy for Variations of Contract Sums and the Mandatory Use of Final Designs of 14th May 2026.
He stressed on partnering with BPP in cost management as NIQS statutory mandate is Nigeria’s Cost Management Profession that specialises in management, cost planning, variation, variation analysis, fluctuation assessment and the final cost.
