The Honourable Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard M. Doro, has called for deeper collaboration among government institutions to establish a unified, transparent, and efficient Government-to-Person (G2P) payment system that guarantees timely, secure, and accountable delivery of social benefits to vulnerable Nigerians.
Dr. Doro made the call while delivering his remarks at the Stakeholder Engagement and Business Requirements Validation Workshop on the Government-to-Person (G2P) Solution for Direct Benefits Transfer to Nigerians, at the State House Auditorium, Aso Villa Abuja 28-07-2026.
He observed that delayed or failed benefit payments have real-life consequences for vulnerable households, stressing that effective social protection depends not only on policy design but also on reliable delivery systems.
“Citizens do not ask for perfection. They ask for a Government that is timely, secure, and answerable for every Naira it moves,” Dr. Doro stated.
The Minister explained that the proposed G2P Solution is not intended to create new institutions or duplicate existing mandates, but to strengthen coordination and interoperability among agencies responsible for beneficiary management, payment administration, digital governance, and programme implementation.
According to him, existing government platforms should function as an integrated ecosystem, enabling beneficiaries to receive simple, dignified, and traceable payments regardless of the institution implementing the intervention.
Dr. Doro urged participants to embrace constructive dialogue throughout the workshop, noting that differing institutional perspectives should be viewed as opportunities to develop stronger and more resilient systems capable of delivering better outcomes for Nigerians.
He further described the proposed G2P Solution as a critical pillar of the Ministry’s One Humanitarian, One Poverty Response System (OHOPRS), the Federal Government’s flagship framework for integrating humanitarian assistance and poverty reduction interventions. He explained that strengthening payment architecture would accelerate the country’s transition from fragmented social interventions to a coordinated system that supports households on a sustainable pathway out of poverty.
The Minister emphasized that achieving this vision would require broad ownership across government institutions, state governments, financial system operators, development partners, and implementing agencies, adding that, nationally owned systems are essential as international development financing continues to evolve.
Dr. Doro expressed confidence that the workshop would deliver practical recommendations to guide the design and implementation of a robust, transparent, and technology-driven payment solution capable of improving service delivery and strengthening Nigeria’s social protection architecture.
He also commended the Office of the Vice President, through the Presidential Committee on Economic and Financial Inclusion, the National Social Investment Programme Agency, and all participating institutions for their commitment to advancing collaborative reforms that will enhance the efficiency, accountability, and sustainability of direct benefit transfers across the country.
The Honourable Minister further declared the three(3) day’s workshop open.
The Technical Adviser to the President on Economic and Financial Inclusion, office of the Vice President, Dr. Nurudeen Abubakar Zauro welcomed all stakeholders and seek for a fruitful deliberations.
Stakeholders at the meeting were the representative of the office of the office of the Vice President, National Social Investment Program (INSPA), The Central Bank of Nigeria,( CBN) the Nigeria Interbank Settlement System (NIBSS), The National Information Technology Development Agency(NITDA), Galaxy Backbone (GB), IQS, PreCEFI and other international organisations.
