The Federal Ministry of Livestock Development (FMLD) has taken a significant step towards strengthening institutional performance management with the presentation of its newly developed Monitoring and Evaluation (M&E) Dashboard System.
The digital platform, presented to the Ministry’s management and Directors, by Ms. Josephine Okeke, of Deolimage Nigeria Ltd, designed to provide a centralized, secure and results-based system for tracking the Ministry’s performance, monitoring programme implementation and supporting evidence-based decision-making.
During the demonstration, participants were informed that the dashboard is a user-based and role-based platform, with access granted according to official responsibilities.
The Minister, Permanent Secretary, Directors and other authorized officers were made to have a dedicated login credentials to monitor and report on assigned performance indicators.
The Executive Overview Dashboard provides senior management with a comprehensive snapshot of the Ministry’s overall performance, including progress on key performance indicators, ministerial bond deliverables, reporting status and sector-wide achievements.
It also categorizes performance under eight strategic dimensions, namely Production and Productivity, Animal Health, Input Services and Infrastructure, Market and Trade, Finance and Investment, Peace and Security, Inclusion and Jobs, as well as Data and Evidence.
The presentation highlighted that performance reporting will be based on agreed Monitoring and Evaluation indicators at the impact, outcome and output levels. Directors will periodically upload reports, supporting evidence and programme updates through the platform, while the Department of Planning, Research and Statistics (DPRS) will validate and approve submitted reports before they are reflected on the executive dashboard.
The system also incorporates programme performance monitoring, enabling directorates to register projects, indicate funding sources, approved budgets, implementation timelines, beneficiary targets and geographical coverage.
Approved programmes will be aligned with the Ministry’s strategic pillars and displayed on the dashboard for effective monitoring.
In addition, the M&E Dashboard features dedicated Sustainability and Inclusion modules to monitor climate-related indicators such as methane and nitrous oxide emissions, climate-smart livestock practices, greenhouse gas reporting, as well as gender, youth and vulnerable group participation in the Ministry’s interventions.
Speaking after the presentation, the Permanent Secretary of the Ministry Dr. Chinyere Ijeoma Akujobi, emphasized the need for a user-friendly implementation process and directed that a concise user manual and instructional video be developed to support directors and other users during the rollout of the system.
The Permanent Secretary stated this while speaking on presentation of its newly developed monitoring and evaluation Dashboard system today, 6th August, 2026.
She noted that suggestions arising from the demonstration would be incorporated before the platform is fully deployed.
The Permanent also noted that the dashboard represents a major milestone in institutionalizing a transparent, data-driven and accountable performance management system that will enhance policy implementation, improve programme delivery and strengthen reporting across all departments.
The presentation concluded with an interactive question-and-answer session, during which participants made recommendations aimed at improving the platform ahead of its official deployment and user training.
