FIC REPORT (PLATEAU STATE) – In a bid to strengthen security and safeguard residents from unlawful intimidation and coercion, Plateau State Governor, Caleb Manasseh Mutfwang, has directed security agencies to investigate and halt the activities of individuals operating under the name Hisba in parts of Jos North Local Government Area on the 30th of August, 2026. The Governor gave the order following reports of alleged harassment, extortion, intimidation and the imposition of unauthorised rules on residents.
Governor Mutfwang warned individuals involved in the reported activities to immediately discontinue their operations or risk arrest and prosecution in line with Nigerian law.
He stressed that the state operates within a single constitutional and legal framework, insisting that no individual or organisation has the authority to create a parallel system of government or assume powers reserved for legally constituted authorities.
The Governor consequently tasked security agencies with identifying those behind the activities, conducting thorough investigations and taking appropriate legal action against anyone found to have breached the law.
He also directed that individuals or groups suspected of financing, sponsoring, facilitating or supporting the reported activities should be investigated and prosecuted where sufficient evidence is established.
Mutfwang ordered increased intelligence gathering and other lawful security operations to determine the extent of the group’s activities and prevent residents from being subjected to intimidation, harassment, extortion or other forms of unlawful pressure.
The Governor clarified that the directive was not targeted at any religion, ethnic group or community, stressing that Plateau State belongs to people of diverse backgrounds who are equally entitled to protection under the law.
He said residents have the right to worship, work, operate legitimate businesses and conduct their daily affairs freely without interference from unauthorised individuals or groups.
Mutfwang commended members of the public who drew the attention of authorities to the alleged activities and assured residents that his administration would continue to treat credible security reports with seriousness.
He reaffirmed the government’s responsibility to protect the lives, rights, dignity and lawful freedoms of everyone residing in Plateau State.
The Governor also pledged to protect the state’s longstanding culture of peaceful coexistence, stressing that peace, equality before the law and respect for legitimate authority would remain key priorities of his administration.
