
Federal Ministry of Aviation and Aerospace Development has commenced the Personnel Audit and Skills Gap Analysis (PASGA) exercise aimed at strengthening human resource management and improving efficiency within the Ministry.
Declaring the exercise open at the Ministry’s headquarters in Abuja on Thursday,16th October, 2025, the Permanent Secretary, Dr. Ibrahim Abubakar Kana, mni, reaffirmed the Ministry’s commitment to the success of the programme, describing it as a critical step toward repositioning the Federal Civil Service for greater productivity.
Kana emphasized that the essence of the exercise goes beyond routine verification, noting that it will bring sanity, accountability, and proper alignment of skills across various departments and units of the Ministry.
“This reform is designed to ensure that every staff member is accurately profiled, their competencies properly captured, and their roles matched with the Ministry’s evolving operational needs. The outcome of this audit will help drive efficiency and improve service delivery within the Ministry,” he stated.
Kana further expressed optimism that the findings from the exercise will serve as a vital tool for effective manpower planning, targeted training, and strategic redeployment to optimize staff performance.
He led the Philips Consult Limited delegation to the Nigeria International Air Show Secretariat within the Ministry, where he briefed them on preparations for the first-ever Nigeria International Air Show, scheduled to hold from 2nd to 4th December, 2025.
Speaking, the Managing Director of Philips Consulting Limited, Mr. Folusho Philips, commended the Ministry’s leadership for its proactive approach to institutional reform. He urged management staff to take the verification process seriously, adding that the data generated will facilitate a redirection of skills and ensure that the right people are deployed to the right roles for maximum impact.
He further commended the initiative of the Nigeria Air show as laudable and expressed Philip consulting’s interest to fully participate in the success of the Air Show.
The Personnel Audit and Skills Gap Analysis exercise being conducted by Philips Consulting Limited, the firm engaged by the Office of the Head of the Civil Service of the Federation, as part of ongoing efforts to enhance the capacity and professionalism of the Federal Civil Service is an international reputable firm.
