Benue State House Of Assembly Passes 2025 Supplementary Budget

FIC Report (Benue State) – The Benue State House of Assembly on Tuesday 21 October 2025 passed the 2025 supplementary Budget, Speaker, of the house Rt. Hon. Alfred Berger Emberga, announced the passage of the 2025 Supplementary Budget during plenary at the Assembly Complex, Makurdi.

Presenting the report, the Chairman, House Committee on Appropriation, Hon. Isaac Ochekliye stated that after thorough scrutiny of the briefs and estimates submitted by the Benue State Budget and Planning Commission, and following interactions with relevant Public Sector Entities (PSEs) captured in the 2025 Supplementary Estimates, the Committee arrived at the following findings:

  1. Funding Source: The 2025 Supplementary Estimates are sourced from existing appropriated funds. The adjustments made are within the approved programmes of the revised 2025 budget, and therefore, the total size of the revised 2025 budget remains unchanged.
  2. Newly Included Entities: Some Public Sector Entities (PSEs) not captured in the approved 2025 budget, or newly created after its passage, have now been included in the Supplementary Budget. These include the Ministry of Marine and Blue Economy, Benue State University of Agriculture, Science and Technology, Ihugh, Bureau for Mines and Solid Minerals, Benue State Geographic Information System (BENGIS), and the Office of the Principal Private Secretary.
  3. Budget Size: The approved 2025 budget cap remains at ₦550,112,988,930.45 (Five Hundred and Fifty Billion, One Hundred and Twelve Million, Nine Hundred and Eighty-Eight Thousand, Nine Hundred and Thirty Naira, Forty-Five Kobo) only. However, certain sectoral and statewide line items have been significantly adjusted.
  4. Expenditure Breakdown:

Supplementary Recurrent Expenditure: ₦229,035,339,750.79 (Two Hundred and Twenty-Nine Billion, Thirty-Five Million, Three Hundred and Thirty-Nine Thousand, Seven Hundred and Fifty Naira, Seventy-Nine Kobo) only.

Supplementary Capital Expenditure: ₦321,077,649,179 (Three Hundred and Twenty-One Billion, Seventy-Seven Million, Six Hundred and Forty-Nine Thousand, One Hundred and Seventy-Nine Naira) only.

Recommendations:
Based on the findings, the Appropriation Committee recommended as follows:

  1. That the House approves the adjustments made to the Approved 2025 Budget since they fall within the already approved programmes of the revised budget and do not affect its total size.
  2. That the House approves the total sum of ₦550,112,988,930.45 (Five Hundred and Fifty Billion, One Hundred and Twelve Million, Nine Hundred and Eighty-Eight Thousand, Nine Hundred and Thirty Naira, Forty-Five Kobo) only as Supplementary Estimates.
  3. That the House approves the sum of ₦229,035,339,750.79 (Two Hundred and Twenty-Nine Billion, Thirty-Five Million, Three Hundred and Thirty-Nine Thousand, Seven Hundred and Fifty Naira, Seventy-Nine Kobo) only as Supplementary Recurrent Expenditure.
  4. That the House approves the sum of ₦321,077,649,179 (Three Hundred and Twenty-One Billion, Seventy-Seven Million, Six Hundred and Forty-Nine Thousand, One Hundred and Seventy-Nine Naira) only as Supplementary Capital Expenditure.

The Speaker commended members of the Appropriation Committee for their diligence and commitment to ensuring fiscal responsibility and accountability in the state’s budgeting process.
