BPP Launches Digital Submission Portal, Goes Paperless From March 1

The Bureau of Public Procurement (BPP) has announced its transition to its digital submission portal for all official correspondence and requests, confirming that it would go paperless as from March 1, 2026.

The announcement was contained in a circular to Ministries, Departments and Agencies, dated February 18, 2026, and signed by the BPP Director General, Dr Adebowale A. Adedokun, FCIPS, FCILT, FMS.

The circular was a sequel to an earlier one dated August 4, 2025, on the transition to electronic submission procedures at the BPP.

The BPP said the transition to its digital submission portal was part of its unwavering commitment to digital transformation and paperless governance initiative and asserted that the process had brought a significant upgrade to its operational workflows.

According to the circular, having successfully transitioned from physical filings to a dedicated e-mail service for document submissions as indicated in the above cited Circular, the Bureau is now advancing to a more robust and integrated service.

In view of the above, the Bureau of Public Procurement (BPP) is pleased to announce the launch of the BPP Digital Submission Portal- a web-based platform that enables Ministries, Departments an Agencies (MDAs) to submit their procurement-related details to BPP.

This automated platform is designed to streamline the submission process, enhance transparency, and ensure the accelerated tracking of all procurement-related documents and petitions.

The circular further stated that consequently, with effect from March 1, 2026, all Ministries, Departments , and Agencies (MDAs) will be requited to use the portal to submit requests for: “No Objection” Certificates, Approvals for “No Objection” for Special Procurements, Clarifications and status updates on submissions.

According to the two-page circular, the portal, which will become operational on March 1, 2026, shall be hosted on the official BPP website via https://bpp.gov.ng/mda-uploads”

The circular warned that physical submissions or manual hand-deliveries would no longer be prioritised and would eventually be rejected following the full transition to the digital portal.

Accordingly, accounting officers are requested to ensure that their respective procurement departments and ICT units are briefed on this important development, which is critical to the processing of all procurement activities from 1st March 2026.

MDAs are therefore requested to contact the Bureau via info@bpp.gov.ng for further information on the onboarding process to get integrated into the portal.

Finally, full compliance by all MDAs is required to ensure seamless transition for the overall attainment and efficiency to avoid delayed implementation of the 2026 fiscal year procurement processes, the circular stated.
