Bureau of Public Procurement (BPP) has deployed ninety-seven (97) Procurement Officers on Grade Levels 15-17 in Ministries, Departments and Agencies (MDAs), in line with the directive of Mr President to the Office of the Head of Civil Service of the Federation vide Ref no. PRES/36/HCSF/57/119/BPPP/4 dated May, 13, 2025 directing the reversion of Mobility of Procurement to BPP.

In a circular dated March 23, 2026, entitled: “Deployment of Procurement Officers on Salary Grade Levels (SGLs) 15-17 in the Federal Civil Service,” signed by the Director General, Dr Adebowale A. Adedokun, FCIPS, FCILT, FSM, ACFE, This deployment follows a directive from the Secretary to the Government of the Federation (SGF) vide Ref. No.59780/S.2/B/570 dated December 9, 2025 on the implementation of the Presidential Directive, which reverted the Mobility and Career Management of Procurement Officers to the BPP.

According to the circular, the Bureau has developed an Artificial Intelligence (AI) driven web-based Application called the National Procurement Officers Management System (NAPOMS), which will henceforth be deployed to manage the posting of officers in the Ministries, Departments and Agencies (MDAs).

The use of the NAPOMS is bases on an intelligent algorithm that determines the most appropriate posting for a procurement officer based on several parameters including historical data.

The BPP DG, Dr Adedokun, in the circular, conveyed approval for the deployment of the 97 Procurement Officers whose details, including surname, first name, middle name, salary grade level, present MDA and approved MDA, were listed in extenso in the ten-page circular.

The circular further stated that the posting was executed through the NAPOMS and therefore all affected officers were to download the full posting instructions from their registered emails on the NAPOMS and ensure full compliance with the instructions, including uploading the Assumption of Due Certificate and other relevant documents.

In addition, the circular directed that all deployed officers must be accepted and documented by the respective MDAs “as rejection of officers will not be condoned.

All handing-over and taking-over processes must be concluded on or before Tuesday, 31st March 2026. Failure or refusal to comply with these posting instructions shall be treated as misconduct, which shall attract appropriate sanctions in line with Public Service Rule (PSR) section: 100301(b) ”Refusal to proceed on transfer or to accept posting”. The circular stated, urging all accounting officers to ensure strict compliance.

Furhermore, the Bureau of Public Procurement (BPP) will be conducting an orientation workshop for affected officers as part of enhancing their capacity on effective procurement processes. Please, note that attendance is mandatory. However, BPP would be conducting a physical monitoring exercise in other to ensure full compliance and adherence to the posting directives.
