BPSR Conducts Public Perception Survey On Administrative Burden On Exec. Order 011 0n The Promotion Of Transparency And Efficiency In Nigeria Business Environment.

The Ag DG BPSR, Mr. Ibrahim Dasuki Arabi held a take-off meeting with BPSR staff and a Team of Consultants who will work on the survey to identify common constraints and bottle necks faced by federal agencies and to proffer evidence based recommendations for improvement.

At the meeting which took place on Monday 11th February, 2019, in the BPSR DG’s conference room; Mr. Arabi revealed that the Bureau of Public Service Reforms (BPSR) has concluded arrangements to conduct a Public Perception Survey on Administrative Burden in the implementation of Executive Order 001 on the Promotion of Transparency and Efficiency in Nigeria Business Environment.

He said that the Executive Order 001 which was signed into law in 2017 by the Federal Government has the main objective to make it easier to do business in Nigeria and increase the competitiveness of the country’s economies thereby contributing to growth. He added that the key contributor to this growth is the revival of investment, particularly private investment- both foreign and domestic.

Another important advantage he said; is that the survey will assist Government to design and implement strategies to address potential critical areas of administrative burdens to citizens and businesses; and that lessons learnt from the survey will serve as a basis for further policy dialogue around the ease of doing business in Nigeria. The other objective of the survey is to seek information from citizens, businesses and the general public on their perception of the reduction or otherwise of the Order.

Ibrahim Arabi reiterated that the scale of administrative burden imposed on business can have significant consequences not only for business costs but for the overall competitiveness and growth of the economy. According to him, it is against this background that the Bureau, which is a main beneficiary of the EU-Sufegor programme seeks the services of three sets of Consulting Teams to work with the BPSR to conduct a Public Perception Survey of Administrative Burden on the implementation of Executive Order 011 on the promotion of Transparency and Efficiency in the Nigeria Business Environment. He further urged the Consultants to show professionalism in the conduct of the Survey, to maintain discipline and come up with good and objective report that will stand the test of time.

In line with the BPSR Terms of Reference (TOR) as facilitated by Mr. Inyang Anyang, Director Strategy, Innovation and Research department of the Bureau, the meeting marked the commencement of the survey; the duration of survey is for about twenty three days (23days). At the end of the survey, the Teams will jointly produce a consolidated report.
