BPSR validates final copy of revised NSPR policy draft

As part of its effort in reforming the Nigeria’s public service, Bureau of Public Service Reforms (BPSR) has on Wednesday validated the final draft copy of the revised National Strategy for Public Service Reforms (NSPR) in Abuja.

The validation, according the BPSR Director General, Dasuki Ibrahim Arabi, is desiring to review the strategy for 2019-2021 to address the challenges identified in the present Public Service.

The validation, which held at the Conference Hall of the Federal Capital Territory Administration (FCDA), also had in attendance the Secretary to the Government of the Federation, Boss Mustapha.

Arabi said, “There are many areas where significant changes have occurred since the NSPSR was developed, first under the Jonathan administration and secondly under the Buhari administration. At the first meeting of the re-constituted SCR held in November, 2013, BPSR was mandated to update and refresh the NSPSR, so that it fully reflects the current Nigerian reform environment and priorities with the objective of securing its formal adoption. This was done by BPSR and validation held.

“Again, with the coming of the President Buhari administration, there was the need to carry out further reviewing and updating of the NSPSR in 2017 to fully reflect the stronger reform focus particularly in the areas of anti-corruption, its socio-economic priorities through the Economic Recovery and Growth Plan (ERGP), and the imperatives of the Sustainable Development Goals (SDGs), which was effectively and inclusively carried out and validated.

“In 2021, Federal Government approved the process of reviewing/updating of the NSPSR with the inauguration of an Inter-Ministerial Task Team drawn across MDAs of the to reflect the current environment of the Public Service,” Arabi added.

On his part, SGF Mustapha said the preparation of a comprehensive and long-term NSPSR was a priority reform activity undertaken in 2008 and completed in January, 2009, to which he was appointed to head the Steering Committee on Reform (SCR).

He explained that, “The Head of the Civil Service of the Federation (HCSF), Vice-Chairperson of the SCR, championed the Strategy development process.

“The Bureau of Public Service Reform (BPSR) facilitated the development of the Strategy. An Inter-Ministerial Team (IMTT) of senior public servants with the support of internationally experienced advisers and consultants, were responsible for drafting the initial strategy.”

He said there are many areas where significant changes have occurred since the strategy was first drafted.

Mustapha also said with the coming of the President Buhari administration, there was the need to carry out further reviewing and updating of the NSPSR in 2017 to fully reflect the stronger reform focus particularly in the areas of anti-corruption, its socio-economic priorities through the Economic Recovery and Growth Plan (ERGP), and the imperatives of the Sustainable Development Goals (SDGs), which was effectively and inclusively carried out and validated.

“I want to state that the purpose of this Validation is to carry out an analysis of the existing document and give some direction about how public servants are expected to behave and inspires them to some of the key characteristics that the future public servants will possess,” the SGF added.
