The Acting Head of Civil Service of the Federation (Ag. HCSF), Dr. Folasade Yemi-Esan, affirmed that data-driven decision making will be accorded priority in the implementation of the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2017-2020.
She stated this during the opening ceremony of a five-day (5) workshop on the technical paper emanating from the assessment of the applicability of the International Civil Service Effectiveness (InCiSE) index methodology to Nigeria.
InCiSE according to Dr. Yemi-Esan is a collaboration between the Blavatnik School of Government at the University of Oxford and the Institute for Government. The InCiSE index forms the basis for bench marking, measuring and assessing the performance of public services globally.
She acknowledged the fact that assessing the effectiveness of civil service of a given country is a very challenging task as the functions of civil service vary from one country to the other, hence, the need for a global comparison of civil service activities which provides standards that help in determining the effectiveness of Civil Service in various countries.
The Ag. HoCS of the Federation admitted that Nigeria needs to improve on the strength of its data in order to be included in the InCise. She therefore urged participants to pay more attention to the programme to acquire the relevant skills for Nigeria to be included in the index.
InCiSE currently is operating in Thirty-Eight (38) countries having made its maiden publication in 2017. The Organisation is currently applying Twelve (12) indicators in assessment of the effectiveness of Civil Service namely; Capabilities, Crisis and Risk Management, Digital Management, Inclusiveness, Integrity, Openness, Policy Making, Procurement, Regulations and Tax Administration.
