Federal Ministry of Water Resources and Sanitation Launches 1GOV Enterprise Content Management System for Digital Service Delivery

The Federal Ministry of Water Resources and Sanitation has officially launched the 1GOV Enterprise Content Management (ECM) System marking a major milestone from paper-based operations to a smart integrated and technology-driven platform, today in Abuja.

The launch of the 1Gov ECMS Go-Live underscores the Federal Government’s commitment to digital governance, institutional reform, and improved service delivery in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu GCFR.

Speaking at the event, the Honourable Minister of Water Resources and Sanitation, Engr. Prof. Joseph Terlumun Utsev, FNSE, described the deployment of the 1GOV ECMS as a landmark achievement that will transition the Ministry of Water Resources and Sanitation from paper-based operations to a smart, integrated, and technology-driven work environment. He emphasized that efficient data management, proper technical documentation, and streamlined workflows are essential for effective governance in a highly technical Ministry such as Water Resources and Sanitation.

According to the Minister, the system will enhance productivity, preserve institutional memory, reduce operational costs, and strengthen transparency and accountability in decision-making processes across the Ministry.

The Head of the Civil Service of the Federation (HoCSF), Mrs. Didi Esther Walson-Jack, OON, mni, while launching the digital platform at the Federal Ministry of Water Resources and Sanitation described the initiative as a bold and transformative step in public administration. She noted that the Ministry’s mandate directly impacts every Nigerian household through water supply, sanitation, irrigation, river basin development, hydrology, and climate resilience programmes.

Mrs. Walson-Jack explained that the 1GOV ECM enables secured digital records management, automated workflows, electronic approvals, real-time collaboration, and interoperability across Ministries, Departments, and Agencies (MDAs). She added that the deployment aligns with the Federal Civil Service Strategy and Implementation Plan (2021–2025) and the Federal Government’s directive for the full digitalisation of work processes by the end of December 2025.

Emphasizing the broader significance of the launch, the HoCSF stated that the introduction of the 1GOV ECMS represents a fundamental shift in how public administration operates.

“Effective governance cannot afford delays caused by manual bottlenecks, misplaced files, or avoidable inefficiencies,” she said.

She formally welcomed the Federal Ministry of Water Resources and Sanitation into the growing community of MDAs operating on the 1GOV Cloud platform, noting that the Ministry has achieved full compliance with its Ministerial deliverables on digitalization in line with Pillar Five of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25). She further directed that, following the launch, all official correspondence must be processed through approved digital registry channels.

In her welcome address, the Permanent Secretary of the Ministry, Dr. Emanso Umobong, stated that the ECMS will eliminate workflow inefficiencies, prevent document loss, improve service delivery, and strengthen accountability across the Ministry. She urged Directors and staff to fully embrace the platform and commit to continuous capacity building to ensure its sustainability.

Also speaking, the Managing Director/Chief Executive Officer of Galaxy Backbone Limited, represented by Mr. Akintayo Ayodele-Bamisaye, described the Go-Live as a historic milestone for the Ministry and a decisive step towards a fully paperless and digitally enabled public service.

During a presentation on the ECM, Mr. Ayodeji Bakare of Galaxy Backbone highlighted the role of digitization in ensuring central ownership of government information and strengthening Nigeria’s digital sovereignty. He noted that the paperless service portal introduced by the Office of the Head of the Civil Service of the Federation will promote seamless workflows, reduce operational costs, and enhance document traceability.

Delivering the vote of thanks, Engr. Adeyinka Adenopo, Director of Water Resources Planning and Technical Support Services, expressed appreciation to the Ministry’s leadership and staff for their commitment and cooperation, urging all employees to fully adopt the 1GOV ECM system to maximise its benefits.

The SSA to the President on Civil Service Matters Mr. Alfred Abah and top management of the Ministry and office of the Head of the Civil Service of the Federation as well other Staff of the Ministry were present at the occasion.
