FG Advances First-Ever National EdTech Strategy To Drive Digital Learning Nationwide

The Federal Government today hosted the Mid-Term Co-Creation Workshop for the development of Nigeria’s first-ever National Education Technology (EdTech) Strategy, marking a major milestone in national efforts to modernise the education system through technology. The workshop, held at the UBEC Digital Resource Centre, Abuja, was jointly convened by the Federal Ministry of Education (FME) and the Federal Ministry of Communications, Innovation and Digital Economy (FMCIDE). It drew participation from development partners, state education commissioners, agency heads and private-sector stakeholders.

Led by the Honourable Minister of Education, Dr. Maruf Tunji Alausa (FAMedS), CON, and the Honourable Minister of Communications, Innovation and Digital Economy, Dr. Bosun Tijani, the workshop marked the halfway point in the strategy development process. It provided an opportunity to validate progress and consolidate the work of the six Technical Working Groups clustered under three strategic pillars: Digital Backbone, Learning Ecosystem and Sustainability Engine. Both Ministers emphasised the urgency of building a coherent national EdTech ecosystem capable of delivering equitable and high-quality learning outcomes to all Nigerian learners.

The National EdTech Strategy is designed to move Nigeria beyond fragmented digital interventions toward a coherent, interoperable, scalable and financially sustainable EdTech ecosystem. It aims to strengthen access, learning quality, innovation, digital talent and system-wide efficiency in alignment with the demands of a fast-evolving digital economy. The initiative is a core component of President Bola Ahmed Tinubu’s Renewed Hope Agenda for Education.

In his remarks, the Honourable Minister of Education reaffirmed the Federal Government’s commitment to raising the quality of education through technology-enabled transformation. He noted that the strategy is central to delivering the Nigeria Sector Wide Renewal Initiative, particularly its focus on data and digitalisation, and emphasised that it establishes one unified national framework through which all EdTech initiatives, platforms and devices will operate.

Speaking earlier, the Honourable Minister of Communications, Innovation and Digital Economy underscored the national significance of the initiative. He explained that Nigeria requires a coordinated national approach to provide digital infrastructure for modern learning, support real-time data systems and expand inclusive access, noting that without such alignment, the country cannot fully harness technology to transform education or prepare young people for the digital age.

At the high-level session, the Honourable Minister of State for Education, represented by the Director of Education Planning, Research and Development, welcomed participants and reiterated that the strategy places people at the centre of digital transformation. She stressed that technology is intended to support educators, enhance learning and strengthen system resilience, and encouraged stakeholders to continue contributing ideas that will shape a national roadmap for digital education.

Development partners, including the Mastercard Foundation and the World Bank Group, commended the Federal Government’s system-wide and inclusive approach to digital education reform. They highlighted ongoing support to strengthen regulatory frameworks, promote interoperability, foster public-private collaboration and encourage local innovation and talent development across the country.

As part of the day’s activities, the Federal Government inaugurated the reconstituted NGRen and TERAS Governing Board and Technical Committee. The Honourable Minister of Education, Dr. Maruf Tunji Alausa, was inaugurated as Chairman, while the Honourable Minister of State for Education, Professor Suwaiba Sa’id Ahmad, was inaugurated as Co-Chair. Former Minister of Aviation, Mr. Chidoka Osita, called on stakeholders to imbibe a culture of partnership, stressing that schools belong to the states and that effective collaboration is essential for improving education delivery nationwide.

With the successful conclusion of the Mid-Term Co-Creation Workshop and the inauguration of the NGRen and TERAS Governing Board and Technical Committee, the Federal Government has reaffirmed its commitment to building a unified, resilient and future-ready digital education ecosystem. The final phase of the strategy development process will consolidate all inputs into a National EdTech Strategy Framework that will position Nigeria as a leader in digital learning innovation across Africa.
