The Federal Government has officially released the 2024/2025 Scorecard for Ranking Websites of Ministries, Departments and Agencies (MDAs), reaffirming its commitment to transparency, accountability and citizen-centric governance through digital platforms.
The unveiling ceremony, organised by the Bureau of Public Service Reforms (BPSR), held on Monday at the Main Auditorium of the Federal Ministry of Finance, Abuja.
Secretary to the Government of the Federation (SGF), Chief (Sen.) George Akume, who delivered the keynote address, was represented by a Permanent Secretary, Dr. Ibrahim Abubakar.
Akume said the initiative reflects the Federal Government’s resolve to deepen openness and citizens’ engagement, noting that functional and standardised websites are now indispensable tools for information dissemination, service delivery and access to public data.
He explained that the scorecard, developed by BPSR, was designed to ensure that MDA websites meet global standards, enhance ease of doing business, improve service efficiency and make government operations more accessible to the public.
According to him, the ranking exercise is also a critical index of the National e-Government Masterplan, aimed at improving Nigeria’s e-government status, reducing physical contact in public transactions, curbing corruption and addressing cyber-related challenges such as online scams and identity theft.
“Encouragingly, results from the current assessment show significant improvement in functionality and compliance levels across many MDAs,” the SGF noted, stressing that the exercise was not intended to “name and shame” any institution, but to drive continuous improvement.
He commended BPSR, members of the inter-ministerial task team and the 2024/2025 jury for the successful conduct of the exercise, while congratulating MDAs that emerged among the top three.
Earlier in his opening remarks, Director-General of BPSR, Mr. Dasuki I. Arabi, FCIPM, FICA, FIIM, said the scorecard ranking, introduced six years ago, is gradually being institutionalised across the public service.
Arabi disclosed that 235 MDAs were evaluated in the 2024/2025 exercise, describing the development as a clear indication of growing compliance with reforms and alignment with President Bola Ahmed Tinubu’s Renewed Hope Agenda on effective governance and service delivery.
He said the post-COVID-19 era has made digital governance imperative, urging MDAs to deploy technological innovations and maintain standardised websites as part of their statutory responsibilities.
“The scorecard is part of BPSR’s broader reform mandate to identify best practices, improve access to government information, facilitate seamless financial transactions and reduce corruption and cyber theft,” he said.
The DG explained that the ranking followed a rigorous peer-review process conducted by an inter-ministerial jury, with outcomes subjected to quality assurance checks to ensure credibility.
While fielding questions from journalists, Arabi noted that most MDAs have responded positively to the call for digitisation, adding that reforms in the ICT space must be sustained.
At the event, stakeholders made strong calls for improved digital inclusion. It was observed that the Federal Ministry of Women Affairs lacks a functional internet presence, with calls for the ministry to fully digitise its operations and phase out paper-based processes by the first quarter of 2026 to better serve Nigerian women.
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) also pledged to take information technology more seriously, committing to work closely with relevant agencies to strengthen digital compliance.
Similarly, Dr. Ibrahim Adeyanju, Chief Executive Officer of Galaxy Backbone, urged MDAs to host their websites on the Galaxy Backbone platform to enhance security, reliability and standardisation.
At the end of the exercise, Galaxy Backbone emerged as the top-ranked MDA for the 2024/2025 scorecard, followed by the Nigerian Content Development and Monitoring Board (NCDMB) and the Nigerian Export Promotion Council (NEPC)
Other high-performing institutions included the Nigerian Communications Commission (NCC) and the Office of the Head of the Civil Service of the Federation, among others.
The Federal Government expressed optimism that the scorecard would serve as a valuable reference for MDAs, policymakers and citizens, while advancing a more transparent, accountable and digitally driven public service in Nigeria.
