Governor Mbah Urges Federal Government To Release 13% Oil Revenue

FIC Report (Enugu State) – Enugu State Governor, Dr. Peter Mbah, has called on the Federal Government to include Enugu in the disbursement of 13% oil revenue share, as provided for in the 1999 Constitution. Mbah made this demand during a meeting with the Revenue Mobilisation, Allocation, and Fiscal Commission (RMAFC) team at the Government House in Enugu.

Background of the Issue

In December 2022, RMAFC listed Enugu as an oil-producing state, following the recommendations of an Inter-agency Technical Committee. However, despite this recognition, Enugu has yet to receive its 13% derivation revenue from oil wells located in the Anambra River Basin 1, 2, and 3 fields.

Governor Mbah’s Plea

“We still have this pending issue of Enugu State being recognised as an oil-producing state… We hope that your Office will put the necessary machinery in motion to ensure that we begin to benefit from that,” Mbah stated. He emphasized that his administration is committed to transparency and accountability, ensuring that all revenues accruing to local governments are released in full, with additional support for capital-intensive projects .

Enugu’s Revenue Growth

Mbah highlighted that his government has significantly grown the state’s internally generated revenue (IGR) by over 400% by broadening revenue sources and deploying technology to block leakages. The state’s IGR budget for 2025 is over N500 billion, and Mbah expressed hope that this growth will be reflected in the RMAFC’s indices .

RMAFC’s Commendation

The leader of the RMAFC team, Mr. Ismaila Mohammed Agaka, commended Governor Mbah for the proper utilization of federal allocations and IGR to transform the state. Agaka praised the state’s Smart Schools initiative and functional health centers across 260 wards, describing them as impactful and people-centered .

Objective of RMAFC’s Visit

The RMAFC team visited Enugu State to monitor disbursements from the Federation Account and identify any irregularities or misapplication of indices in revenue sharing. Agaka stated that the team’s goal is to ensure accuracy and equity in the allocation process and resolve any issues causing zero allocations to local government councils.
