As part of activities commemorating the 2025 Civil Service Week, the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, OON, mni, on Monday, 20th June 2025, declared open a Strategic Study Tour for Heads of Civil Service of the 36 States and the FCT.
The Study Tour, themed “Strengthening Synergy for a World-Class Civil Service,” seeks to foster peer learning, accelerate sub-national reform implementation, and align state-level efforts with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25). It is a key highlight of this year’s celebration, themed “Rejuvenate, Innovate, Accelerate.”
In her remarks, the HCSF underscored the importance of collaboration across all levels of government, describing the gathering as a renewed call to action. “This is the ‘Year of Accomplishment’—a time for delivery, not just promises. We must let our citizens feel the impact through improved service delivery, agile systems, digitalisation, and a motivated workforce,” she charged.
Referencing the earlier 2025 Study Tour to Singapore, she noted its transformative insights and affirmed that the Abuja-based engagements continue that journey of innovation and reform.
Mrs. Walson-Jack outlined key objectives of the Tour, including: Deepening knowledge of best practices, service delivery, strategic planning, and human capital development; Leveraging digital tools and data-driven systems for operational impact; Strengthening intergovernmental collaboration under the principle of “One Service, Many Jurisdictions, One Vision.”
Welcoming participants earlier, the Permanent Secretary, Service Policies and Strategies Office (SPSO), Dr. Deborah O.N. Odoh, stressed that a strong civil service must be evident across the federation—not just at the centre. She noted that the Tour was carefully designed to inspire transformative thinking and tangible action.
The Study Tour continues with briefings, interactive sessions, and site visits to reform-oriented institutions in the FCT with over 25 Heads of State Services in attendance.
The Study Tour reflects a growing partnership built on the principle of “One Service, Many Jurisdictions, One Vision”—ensuring that reforms are not only initiated but sustained across the federation for greater national impact.
