The Head of the Civil Service of the Federation, Mrs. Winifred Ekanem Oyo-Ita has presented a Training Need Assessment (TNA) document for Civil Servants. The document which contains the three (3) core training modules is fashioned in line with the eight priority areas of the 2017-2020 Federal Civil Service Strategy and Implementation Plan (FCSSIP). This move is part of Federal Government’s commitment to train Federal Civil Servants based on their need assessments.
The Head of the Civil Service of the Federation made the document presentation at a meeting with Chief Executive Officers of Manpower Development Institutions (MDIs) on Tuesday, 16th April, 2019 in Abuja.
Mrs. Oyo-Ita said her Office conducted a Training Needs Assessment (TNA) survey of employees Service-Wide with the aim of knowing their training need so as to guide in the selection of programmes that are peculiar to them. She added that the training will be carried out based on the result of the need assessment survey in order to impact on the performance of Civil Servants.
The Head of the Civil Service of the Federation said 3, 500 Civil Servants will be trained in the first batch of the Structured Mandatory Assessment-Based Training Programme (SMAT-P) which is billed for May, 2019. She further said that the Office of the Head of the Civil Service of the Federation is targeting 25, 000 Civil Servants to be trained by year 2020.
She commended the laudable efforts of the Project Management Teams (PMTs) of the eight (8) priority areas of the FCSSIP for producing a comprehensive document on the strategies and implementation plans for training Civil Servants. She asserted that the development is a paradigm shift from the former way of employing the services of consultants. She applauded the dedication and professionalism of the Civil Servants who produced the document.
In his goodwill message, the Administrator/ Chief Executive Officer, Public Service Institute of Nigeria (PSIN) Dr. Abdul-Ganiyu Obatoyinbo thanked the efforts of the Head of the Civil Service of the Federation and her team for doing a thorough job in coming up with detailed strategies and the implementation plans for the MDIs. He said the document will serve as a roadmap toward achieving the capacity development of Federal Civil Servants.
The Director General of Administrative Staff College of Nigeria (ASCON), Mrs. Cecilia Gayya commended the effort of the Head of the Civil Service of the Federation for producing the Training Need Assessment document which will go a long way in transforming the Federal Civil Service. She said the document has taken care of 80 percent of the work needed for achieving the capacity development of Civil Servants.
