Humanitarian Ministry Launches Enterprise Content Management System

The Federal Ministry of Humanitarian Affairs and Poverty Reduction has launched its Enterprise Content Management System (ECMS), marking a significant step towards digital transformation in the Federal Civil Service. The Ministry went live today on 1Gov ECMS at the Ministry’s Headquarters, Federal Secretariat, Abuja.

The Honourable Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard M. Doro, while flagging off the project stated that the ECMS aligns with the Renewed Hope Agenda, particularly the administration’s vision to digitize government processes, reduce inefficiencies, and make public institutions more responsive to citizens’ needs.

“Today’s event marks a significant step forward in the Ministry’s ongoing commitment to innovation, transparency, and operational excellence in the delivery of Humanitarian and Poverty Reduction services to Nigerians across all regions”.

He commended the Permanent Secretary, the technical implementation team, and partners who have worked tirelessly to bring the system to life. “Your dedication to this vision exemplifies what a result- oriented public service should look like”.

In her remarks, the Head of the Civil Service of the Federation, Dr. Didi Esther Walson-Jack, OON, mni commended the leadership and staff of the Ministry for embracing the paperless system, describing it as a milestone. She said, “This ministry with its vital mission of supporting the vulnerable is now embracing paperless processes and I say this is a milestone.”

“The shift to the 1Gov ECMS platform is not just digitalisation, it is a fundamental change in how the Ministry operates. Workflows will now be automated, reliance on paper reduced band real time collaboration across teams is now possible”

She urged other government agencies to follow suit and praised Galaxy Backbone Limited for their professionalism in providing a shared infrastructure for the country.
Dr Walson -Jack enjoined the Media to disseminate the information to the public that the 19 Ministries that are now operating ECMS no longer accept paper.

Earlier, in his welcome address, the Permanent Secretary noted that the Ministry’s mandate to coordinate humanitarian interventions, enhance social inclusion and drive poverty reduction requires a system that ensures timely access to information, efficient document management and seamless collaboration across all departments and agencies. “So with the ECMS, we are moving from manual paper-based operations to a fully digitized workflow, thereby improving service delivery to citizens.”

The launch of the ECMS will enable the Ministry to operate paperless system, facilitating real-time collaboration and enhancing its ability to respond to humanitarian crises.

The Managing Director/CEO Galaxy Backbone, Prof. Ibrahim Adeyanju said that Galaxy Backbone is the digital infrastructure company of the Federal government of Nigeria. The Federal government has invested a lot in digital infrastructure and digitalisation is to ensure that these investments are put to use by the public service. The project is aimed at ensuring that confidential, sovereign and security data are kept within the boundaries of Nigeria and controlled by Nigerian government and by the laws of Nigeria.

He thanked the Head of the Civil Service of the Federation for the drive and was optimistic that by 31st December, 2025, the goal of having a paperless civil service will be achieved with the support of everyone.

The event was attended by Dr. Bernard M. Doro, Honourable Minister of Humanitarian Affairs and Poverty Reduction; Dr. Didi Walson- Jack, OON, mni, Head of the Civil Service of the Federation; Dr. Yakubu Adam Kofarmata and Directors of the Ministry, Permanent Secretaries and Directors from the OHCSF, MD/ CEO Galaxy Backbone Limited, Prof. Ibrahim Adeyanju and his team among others.

The Ministry is one of the 19 Ministries in the country that have adopted the ECMS, which will enable them to operate paperless and improve efficiency.
