The Honourable Chairman Federal Civil Service Commission (FCSC), Deaconess Joan Ayo OON, has disclosed that the on-going staff auditing at the FCSC has revealed some irregular/unauthorized appointments which have been declared null and void.
Deaconess Ayo disclosed this in her goodwill message at the 2016 Public Service Week in Abuja.
She stated that staff auditing is aimed at fishing out these irregular/unauthorized appointees and delisting them from the Integrated Personnel Payroll Information System (IPPIS).
The Honourable Chairman maintained that this action is necessary because the appointments are not backed by any vacancy from the Office of the Head of the Civil Service of the Federation and as such, were not budgeted for. Besides they are in gross violation of the Federal Character principle.
Deaconess Ayo revealed that declared vacancies from the Office of the Head of the Civil Service of the Federation, would soon be advertised. She assured that all Nigerian children who prima facie qualify would be given the opportunity to compete for the limited but available jobs; while selection would be strictly based on merit within the context of principle of Federal Character.
The Honourable Chairman, who spoke extensively on the core values of the Public Service, emphasized that meritocracy as one of the Public Service Core Values has made it imperative for recruitment into the Civil Service to be merit based. This she however said, is subject to meeting certain standards such as prescribed minimum educational qualifications, satisfactory performance in the qualifying examination and [or] at interviews, etc. without prejudice to the principle of Federal Character.
She further stated that the Federal Civil service Commission would continue to ensure that promotion is strictly based on merit, pointing out that the Guidelines for Appointment, Promotion and Discipline is presently being reviewed to meet the increasing demand of our time.
Furthermore, she said that procedure for accelerated promotion has been clearly defined and spelt out in the new revised Guidelines to motivate civil servants towards enhanced productivity.
Deaconess Ayo, who called for attitudinal change among the Nigerian Civil Servants, stressed the need for them to imbibe the core values which characterized the profile of a Public Servant in the days of our founding fathers.
She urged the Nigerian Civil Servants to acquire knowledge and skills particularly ICT based skills for self improvement and innovation towards enhanced productivity and socio-economic development of Nigeria.
This she noted has become imperative as knowledge is the new currency for global competitiveness.
