In his address to the participants at the event in Abuja, the Permanent Secretary, Ministry of Petroleum Resources, Amb. Gabriel Tanimu Aduda, said, with the many recipients of the Member of the National Institute (mni) and reports that NIPPS has churned out, the Institute was crucial and strategic to the development of Nigeria, especially in the areas of governance and leadership.
Speaking further, Aduda told the delegation that, “what you are doing at the Institute is extremely important. We are hoping that you’ll be further strengthened and financed such that you will be able to do better than you are already doing”. He however stressed the need for a nexus between reports from the Institute and consideration and adoption of the reports by government.
In a presentation, the Permanent Secretary, acquainted the participants with the overview and dynamics of the Nigerian oil and gas industry, beginning with the discovery of oil in 1956. He touched on the various sectors of the industry-Upstream, Midstream and Downstream with a corresponding explanation of the activities of every one of the sectors.
He also spoke about the various activities and programmes of the Ministry of Petroleum Resources, her Vision, Mission and Mandates.
In addition, Aduda talked about the Petroleum Industry Act (PIA), the challenges of the industry and the way forward.
Explaining their mission to the Ministry of Petroleum Resources, the leader of the delegation of SEC 45, 2023, Professor Dung Pam Sha, said the delegation is just one (1) of 7 (seven) study groups of SEC 45, 2023, adding that the other groups were visiting other MDAs of the Federal Republic of Nigeria.
He informed that, the President, Federal Republic of Nigeria, often gave the National Institute a theme to research on. “This year, the President gave a theme titled: Industrialization, Security and Climate Change. We are to have a discussion around these three big issues, Industrialization, Energy Security and Climate Change”.
Dung noted that, the delegation felt that the Ministry of Petroleum Resources was one of the MDAs they should visit, given that the Ministry was directly related to the theme. Their mission, according to him, was to find out how the Ministry had been dealing with the issues of Industrialization, energy security and climate change.
He stated that the participants were expected to generate knowledge from the conversation that would ensue while the reports and inputs they generate would go into a bigger report to be written alongside other groups and present to the President.
The highlights of the occasion was the interactive session where participants raised germane questions while answers were provided by experts in the Ministry.
Participants of the group were drawn from the three arms of the Nigerian Armed Forces, the Nigerian Police, the Nigerian Labour Congress (NLC), Manufacturers Association of Nigeria (MAN), Nigerian Association of Chambers of Commerce, the Presidency, Office of the Head of the Civil Service of the Federation.   Also participating is a Permanent Secretary each from Plateau and Ogun State among others.
