FIC Report (Niger State) – The Presidential Enabling Business Environment Council PEBEC, in continuation of its Nationwide engagement with townhall meeting and Technical section in Minna, Niger State held at Gudel Hotel Bosso road on the 3rd, July, 2025.
The program was in two different sessions; the Technical Session with government officials and the PEBEC Team and the private sector.
The first season was technical season with the Niger State government officials which attended by commissioners Commerce and Investment Aminu Takuma and his counterparts, commissioner Transport Hadiza Kuta and commissioner Communication and Digital Economy Planning and Works Others are Permanent Secretary Ministry of transport, representative of state revenue board Bawa Sarki Bello, GM Niger State Geographical Information System and GM Niger State Urban Development Board
In his welcome address Niger State commissioner commerce and Investment Aminu Takuma said Niger State governor, farmer Umar Mohammed Bago is working hard in investors in to the stat, saying the agricultural transformation of the governor has accrued over #10 billion investment in agro processing zones, agro equipments and logistics and food moped up and packaging.
The PEBEC Team lead lead by Dr. Amina, said the national assignment is aimed at interacting and discussing with Stakeholder in the state towards strengthening ease of doing small, medium businesses for both the local and foreign investors to invest in the country inline with the administration President Bola Ahmed Tinubu.
Commissioner of Commerce and Investment Aminu Takuma provided a comprehensive overview of the State Action Business Enabling Reform (SABER) program and its implementation.
He emphasized the importance of peer learning, stakeholder dialogue, and increasing awareness of state-level deliverables and modalities for performance rankings.
The director of operations Niger State Revenue Board Hamza Sarki Bello explained that the state government has established Investment promotion Agency, an organization to receive, attend, guide and provide all necessary information on any business to both local and international investors who comes to the state.
He added that government is providing logistics support to assist any investor who is willing to invest in Niger State .

Questions were raised about accessing presentation materials and how information would be shared with grassroots stakeholders. The commissioner of communication and Digital Economy clarified, that dissemination information through online platforms falls under his office.
The program was had dissected on the level of implementation, challenges and problems that subnational is facing in wooing investors and start ups businesses in the State. The technical session propounded the need for States to put all mechanism in place for ease of doing business and tackle the bureaucratic regulations that prevent start ups.
Part of the panelist of the town hall, the Executive Secretary of the State’s Investment Promotion Council, Amina Sanusi, stated that Niger State had excelled in all structure of ease of doing business, putting up modalities for wooing and registering starts up and entrepreneurs in the State.
Niger State Commissioner of Industry, Trade, Investment and Private Sector Development, Aminu Suleiman Takuma, said the State Government is working hard bringing in investors and investment into the State, saying the agricultural transformation of the Farmer Governor has accrued million of us dollar investment in agro processing zones, agro equipment and logistic and food mopped up and packaging.
Furthermore, Niger State Action for Business Enabling Reform SABER, Sanisu Aliyu, iterated that the PEBEC, is a step down of SABER in all the subnational government of Nigeria, noting that the State’s action for business enabling reform has domesticated all the performance for results PforR template in the State.
Meanwhile, the PEBEC Director General, noted that subnational government will have to put the necessary mechanism in place to achieve the goal and objective of ease of doing business in there various states, stating that the National template has highlighted priority indicators for making start ups and entrepreneurs to have an efficient and transparent licensing, registration and investment information.
It should be noted that the Presidential Enabling Business Environment Council PEBEC, is domicile in the office of the Vice President of Nigeria, saddles with the responsibility of making Nigeria business environment more friendly, competitive, rewarding and of high value to investment and investors, as domesticated by State Action for Business Enabling Reform SABER, making Niger State investment and investors heaven.
