The Permanent Secretary, Mr. Edet Sunday Akpan of the Federal Ministry of Industry, Trade and Investment has inaugurated the Ministerial Tenders Board (MTB) and Procurement Planning Committee (PPC) of the Ministry today, Wednesday 9th May, 2018.
The Permanent Secretary who was represented by the Director, Policy Planning, Research and Statistics, Mr. Ochapa Ogenyi, in his Inaugural speech remarked that it is statutory for every MDA to constitute and inaugurate its PPC and MTB members “to ensure transparency, equity, fair-play and justice in handling capital project implementation.”
The Director of Procurement, Mrs. R.T Umar, speaking further at the occasion said that the inauguration of PPC and MTB of the Ministry is in preparation for the full implementation of 2018 Capital Budget of the Ministry. She further said that members of the PCC and MTB of the Ministry need to be constituted to fast track the implementation of 2018 budget.
The inauguration which is in line with the Public Procurement Act (PPA) 2007, established by the Federal Government is in line with its commitment to enthrone transparency, accountability in the management of public procurement process.
The Act established the National Council on Public Procurement and the Bureau of public Procurement (BPP) as the legal framework and fundamental principles for public procurement. The Act mandates each procuring entity i.e. MDAs to constitute a Procurement Planning Committee (PPC) and Ministerial Tenders Board (MTB) to certify and approve all projects and contract awards for each financial year.
The Public Procurement Act of 2007 in part V Section 21-(2) further stated that the procurement Planning Committee should consist of:
The Permanent Secretary as Chairman; the Director (PPRS); Director (F&A); Director/Nominee from Department requiring procurement, Legal Adviser; Nominee of Technical Personnel with expertise in the field of procuring subject Matter, Head of Procurement Department as the Secretary/member.
