The Permanent Secretary of the Federal Civil Service Commission (FCSC), Mr Philip Ebiogeh Ndiomu, has officially resumed duty, vowing to uphold transparency and efficiency in the Commission’s operations.

In his inaugural address, the Permanent Secretary strongly decried job racketeering, emphasizing that employment into the service must be strictly based on merit and due process. He assured that stringent measures would be implemented to eliminate fraudulent practices in the recruitment process.

Furthermore, he reaffirmed his commitment to prioritizing staff welfare, ensuring a conducive work environment, and enhancing the Commission’s efficiency to meet national development goals.
“The welfare of our staff will be at the forefront of our agenda. A motivated workforce is essential for delivering quality service to the nation,” he stated.

He called for the cooperation of all stakeholders in advancing the Commission’s mandate and fostering integrity in the civil service. He solicited for the cooperation of staff in the development of the Commission.

Ndiomu who was deployed to the Commission by OHCSF on the 3rd of February, 2025; eulogized Mr. Ede Ogaba, the Director (Recruitment and Appointment) who also was the Officer Overseeing the Office of the Permanent Secretary (OOOPS) for holding the fort effectively. He applauded Ogaba for doing a great job.

Speaking earlier, Mr. Ede Ogaba said that with the pedigree of the Permanent Secretary, he would turn things around in the Commission. He called on staff to extend hand of cooperation to the Permanent Secretary.

In her welcome address, the Director (Finance and Account), Mrs. Eva Opusunju expressed the Management’s heartfelt happiness in having the Permanent Secretary in the Commission. She said the team will tap from his wealth of experience reassuring him of their total support.

Meanwhile, Ndiomu is a native of Adokuware Community, Odoni, in Sagbama Local Government Area of Bayelsa State. An Izon man by tribe. Hold a Bachelor’s degree in Animal Science from Rivers State University of Science and Technology and a Master’s degree from the University of Ibadan in the same field. He is currently pursuing a PhD in the same field at Yakubu Gowon University (formerly known as the University of Abuja).

In 1992, he joined the Federal Civil Service as an Agricultural Officer with the defunct Directorate for Foods, Roads, and Rural Infrastructure (DFRRI). Upon scrapping of DFRRI, he was deployed to the Federal Ministry of Water Resources and Rural Development. He was later moved in 1999 to the Federal Ministry of Agriculture and Natural Resources when the Rural Development Department of the Water Resources Ministry was moved to the Ministry of Agriculture.

As a Director of Agriculture at the Ministry of Niger Delta Development now Ministry of Regional Development, he led the training and empowerment of over 5,500 women, youths, and vulnerable groups in the Niger Delta Region. Supported the establishment of floating fish ponds. Ensured the supply of fishing gears and crafts for fish farmers. Coordinated the provision of empowerment materials and other agricultural support services as well as facilitated the construction of several agro-processing facilities to improve the value chain agriculture produce and products in the region.

Upon taking over, Ndiomu will receive brief from the Head of Departments and Units to coalesce his agenda moving forward in 2025.
