
In order to assess, identify and nominate its eligible members of staff for awards in the rewards and recognition ceremony scheduled to hold during the Civil Service Week in June, 2025; Ministry of Petroleum Resources has inaugurated the Ministerial Award Selection Committee (MASCO).
Speaking at the inauguration ceremony held in Abuja, the Permanent Secretary, represented by the Director of the Midstream/Downstream Department, Mr. Mohammed Mohammed Abubakar, emphasized the critical role MASCO plays in ensuring that the most deserving and outstanding staff members are duly recognized and rewarded.
He urged committee members to discharge their duties objectively, fairly, and in strict accordance with the criteria provided by the Office of the Head of the Civil Service of the Federation (OHCSF).
In her opening remarks, the Director of Human Resources Management, Mrs. Adaji Asma’u Shehu, noted that the committee’s inauguration aligns with directives from the OHCSF to all Ministries, Departments, and Agencies (MDAs) as part of efforts to support the Federal Civil Service Strategy and Implementation Plan 2025 (FCSSIP 2025). The plan is aimed at transforming the federal civil service into a world-class, productive, technology-driven, and efficient workforce.
Mrs. Adaji further highlighted that the implementation of the Performance Management System (PMS) and the Staff Welfare System would help boost the morale, competitiveness, and productivity of civil servants.
The committee comprises representatives from various departments and units within the Ministry, including: Mrs. Adaji Asma’u Shehu, Director, Human Resources Management – Chairperson, Mrs. Nwamaka Adigwe, Deputy Director (Staff Welfare and Training) – Secretary, Mr. Usman Abdulkadir, Director, Planning, Research and Statistics – Member.
Others are: Mr. Ejike Osibe, Director, Upstream Department – Member, Mr. Samuel Thomas, Special Assistant to the Permanent Secretary – Member, Mr. Akinwumi Austin, Deputy Director, Reforms Coordination and Service Improvement – Member, Mr. Okon Emmanuel, ACTU Chairman – Member and Mr. Banjoko Adedayo, Joint Union Chairman – Member
Terms of Reference (ToR) for the Committee include: Receive nominations from Departmental Awards Selection Committees and supervising officers for the Ministerial Awards on a monthly, quarterly, or annual basis, screen nominees through an evidence-based process in line with prescribed criteria, weightings, and guidelines, recommend selected awardees for Ministerial Awards to the Permanent Secretary for approval, recommend nominees for Service-Wide Awards to the Permanent Secretary, nominate officers to WASCO for the Service-Wide Awards category, advise the Permanent Secretary on additional award categories, recognitions, and rewards within the MDA, recommend suitable dates and venues for the Ministry’s Annual Awards Ceremony and to submit periodic reports on the committee’s activities to the Permanent Secretary and the OHCSF.
In her vote of thanks, the Committee Secretary, Mrs. Nwamaka Adigwe, expressed gratitude to the Permanent Secretary for the trust placed in the committee. She assured that they would diligently carry out their responsibilities to meet the expectations and mandate assigned to them.
