The Ministry of Regional Development today, Wednesday, 26th November 2025, goes live with the Enterprise Content Management System (ECMS), a digital tool for office workflow, marking a major milestone in the Federal Government’s drive through the Head of Service of the Federation, towards digital transformation, improved service delivery, and efficient public sector administration.
The Honourable Minister, Engr. Abubakar Momoh, in his remark, said the ECM system represents the Ministry’s commitment to transparency, accountability, and innovation. He congratulated everyone on the success of the launch, describing it as a tool for accelerating regional development initiatives, strengthening inter-agency collaboration, and ensuring government institutions operate with global best practices.
“The entire system of the Ministry is now digitalised as it is today. This would eradicate corruption and improve governance, and it is in alignment with the renewed hope agenda of Mr President,” said the Minister.
In his speech, the Hon. Minister of State, H.E. Uba Maigari Ahmadu, highlighted that the introduction of the ECM system will eliminate bottlenecks, promote operational excellence, and provide a centralized system for storing, retrieving, and managing official documents.
“Today’s event demonstrates our commitment to building a modern, efficient and digitally enabled public service in line with national priorities. I sincerely thank the Head of Civil Service of the Federation for her leadership in driving service-wide digitalization and championing the implementation of ECM across MDAs,” said the Hon. Minister of State.
Also speaking, the Head of Civil Service of the Federation, Mrs Didi Esther Walson-Jack, who officially unveiled the system, commended the Ministry for taking a bold and timely step in aligning with the Federal Civil Service Strategy and Implementation Plan (FCSSIP 2021–2025), which prioritises digitalization of government processes. She noted that the ECM platform will significantly enhance information management, improve workflow efficiency, ensure data security, and reduce delays associated with manual documentation.
In her remarks, the Permanent Secretary, Dr Mary Ogbe, said, “This is not just a technological tool, but represents a fundamental shift in how we work, create, store, retrieve and share official reports.” She appreciated the Office of the Head of Civil Service of the Federation for championing the reform and for providing the policy direction and enabling frameworks that have guided all MDAs, including ours.
