
The Bureau of Public Procurement is committed to maintaining ethical standards in public procurement by ensuring the implementation and harmonization of policies for optimal performance and national development.
The Director-General, Bureau of Public Procurement (BPP), Dr. Adebowale A. Adedokun, FCIPS, ACFE, made this known while welcoming the Registrar/CEO of the Equipment Leasing Registration Authority, Mr. Donald Wokoma is in his office in Abuja.
The courtesy visit highlighted the critical role of both agencies in fostering transparency, accountability, and development in Nigeria’s regulatory and procurement sector.
During the interactive section, Dr. Adebowale stressed the importance of collaboration with other government agencies for optimal performance. He stated that the Bureau of Public Procurement is the fulcrum of government machinery for the development of social amenities in Nigeria. Adding that, BPP as a regulatory organization, is an enabler and a strategic tool that ensures the harmonization and implementation of government policies for optimal performance and, every agency needs to partner with BPP to deliver positively in national development.
DG stated that, collaborating with ELRA will provide clear guidelines for effective enforcement, strategic communication to disseminate the objectives of ELRA and its impact, as he calls for capacity building and training of workers and, proper launch of nationwide public enlightenment and sensitization.
In his response, Mr. Donald Wokoma appreciated the role of BPP in upholding integrity in public procurement and nation’s building.
He stated that inter-agency collaboration is key to success, and BPP is unavoidable in the development of the nation’s economy.
Mr. Wokoma emphasized that, the purpose of his visit is to seek BPP’s support to raise awareness on the implementation of the Ministry of Finance circular; to institutionalize the circular directives to Ministries, Departments and Agencies (MDAs); and to ensure compliance in procurement processes involving leasing.
However, he made a smart presentation to BPP on the implementation of the Ministry of Finance circular on leasing in public procurement. He highlighted the key functions of ELRA as established under the Equipment Leasing Act 2025 Regulatory Authority for leasing transactions in Nigeria, which includes regulation, promotion, monitoring, and development of leasing industry as its main mandate
Both agencies are committed to working together for the benefits of implementation of the circular to enhance transparency, and legal compliance in leasing procurement to improve accountability, support government revenue mobilization, strengthen credibility and the enforcement of procurement processes.
