Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria!

Senate President Ahmad Lawan led the Principal Officers into the Chamber, took the official prayers and began the day’s proceedings at 10:56 am.

VOTES AND PROCEEDINGS
Senator Nora Ladi Daduut moved for the adoption of the Votes and Proceedings of Wednesday, 23rd November 2022.

Senator Uche Ekwunife seconded.

EXECUTIVE COMMUNICATION
Senate President Ahmad Lawan read four letters from President Muhammadu Buhari, GCFR:

1. Concurrence of the National Park Declaration Order, 2022. The Bill seeks to establish 10 new National Parks.

2. Transmission of the National Library Establishment Bill, 2022 for consideration. The Bill aims to establish and maintain the
National Library of Nigeria.

3. Transmission of the National Social Investment Programme Establishment Bill for consideration.

4. Transmission of the Federal Produce Inspection Service Bill for consideration. The Bill seeks to enforce the quality of grain produce for exportation.

2. Chartered Institute of Emergency, Crisis and Disaster Risk Management (Establishment) Bill, 2022 (HB. 1707) by Senate Leader, Senator Ibrahim Gobir

Chartered Institute of Emergency, Crisis and Disaster Risk Management (Establishment) Bill, 2022 (HB. 1707) was read for the First Time.

3. Currency Conversion (Freezing Order) Act C43 LFN 2004 (Amendment) Bill, 2022 (SB. 936) by Senator Solomon Adeola

Currency Conversion (Freezing Order) Act C43 LFN 2004 (Amendment) Bill, 2022 (SB. 936) was read for the First Time.

4. National Agricultural Improvement Board (Establishment) Bill, 2022 (SB. 1020) by Senator Orji Uzor Kalu

National Agricultural Improvement Board (Establishment) Bill, 2022 (SB. 1020) was read for the First Time.

5. National Food Bank Reserve (Establishment) Bill, 2022 (SB. 1077) by Senator Gershom Bassey

National Food Bank Reserve (Establishment) Bill, 2022 (SB. 1077) was read for the First Time.

EXECUTIVE COMMUNICATIONS
1. 2021 and 2022 Budget of the Niger Delta Development Commission (NDDC) by Senate Leader, Senator Ibrahim Gobir

Senate Leader, Senator Ibrahim Gobir moved that the Senate do consider the request of Mr. President C-in-C on the 2021 and 2022 Budget of the Niger Delta Development Commission (NDDC) in accordance with Section 18(1) of the Niger Delta Development Commission (Establishment) Act

Minority Leader, Senator Philip Aduda seconded.

The request of Mr. President C-in-C was referred to the Committee on Niger Delta to report back within three weeks.

2. 2023 Budget of the Niger Delta Development Commission (NDDC) by Senate Leader, Senator Ibrahim Gobir

Senate Leader, Senator Ibrahim Gobir moved that the Senate do consider the request of Mr. President C-in-C on the 2023 Budget of the Niger Delta Development Commission (NDDC) in accordance with Section 18(1) of the Niger Delta Development Commission (Establishment) Act

Minority Leader, Senator Philip Aduda seconded.

The request of Mr. President C-in-C is referred to the Committee on Niger Delta to report back within four weeks.

RE-COMMITTAL OF BILLS
1. School of Mines and Geological Studies Akoko-Edo (Establishment) Bill, 2022;

2. Chartered Institute of Foresters of Nigeria Bill, 2022.

Senate rescind its decision on the Bills as passed and re-commit same to the Committee of the Whole for reconsideration and passage.

Senate resolved into a Committee of the Whole to consider the two reports.

Senate reverted to Plenary to report Progress.

Senator Surajudeen Ajibola Basiru seconded.
