The Permanent Secretary, Federal Ministry Environment, Mahmud Adam Kambari, in a bid to boost service delivery in the ministry has taken steps toward enhancing its performance and efficiency with the signing of a Performance Contract with Directors of the Ministry after sensitisation and training of the nominated staff as Perfomance Management Champions as for runners for the Performance Management System (PMS) implementation and the Performance Management Team (PMT).
The performance contract is in line with the mandate and directive of the Office of the Head of the Civil Service of the Federation, (OHCSF), aimed at bringing out the best in the Civil Service by ensuring that every officer have a schedule and is contributing effectively to the actualisation of the ministry’s mandate and economic growth of the country.
The contract signing with the Directors of the Ministry took place at the ministry’s headquarters, Mabushi Abuja, and this will be cascaded in each department aimed at getting the best from the workforce.
Kambari, in his remarks at the signing ceremony, stressed that the Performance Management System (PMS) would provide avenue for measuring the performance of the staff on the job and provide mentorship of officers to deliver on their duties effectively.
“The Performance Management System is to bring out the best in every officer in service, in no distant time this will replace the Aper Form where officers score themselves arbitrary” he said.
Speaking further, he said “The process will ensure that every officer is contributing effectively and will strive to be efficient in the attainment of all set priorities such as; Financial Priorities, Ministerial Priorities, and the Service-Wide Dimensions.
He said PMS is a laudable initiative among numerous innovations of the Head of Service of the Federation, Dr. Folashade Yemi- Esan, CFR, put in place to fast-track efficiency on the job and improve service delivery in the country.
In addition to improving service delivery, officers will be rated on the job done, and rated high for promotions and assigned higher responsibilities, thereby improving productivity in service, he added.
The Permanent Secretary tasked the Directors to cascade their deliverables to their deputies and other staff.
He added that the automation of the PMS in the ministry will be launched in earnest as he assured of his support in achieving it. This, according to him, will be the yardstick to measure and assess every member of staff for the contracts.
The Permanent Secretary also advised that Departments and Units should set achievable targets in their performance contracts and endeavour to realise it, promising to provide conducive environment for the realisations of the blueprints for action in a transparent manner for effective service delivery.
The Director, Planning, Research and Statistics, Malam Stanley Jonah in his remark stated that the signing of the performance contract is a significant milestone in the ministry’s efforts in aligning to the HoS directives to upscale service delivery and economic growth in the country.
Stanley also appreciated the effort of the SA to the Permanent Secretary, Dr. Oba Upkabi and the Permanent Secretary Personal Assistant, Dr. Hassan Muhammad for their invaluable contributions to the digitisation efforts in the ministry.
It would be recalled that President Bola Ahmed Tinubu GCFR also signed Performance Contract with his Cabinet Ministers that would assist in achieving Presidential Madate of various Ministries of his administration’s ‘Renewed Hope Agenda.’
