The Bureau of Public Service Reforms (BPSR) has commended the Nigerian Civil Aviation Authority (NCAA) for exceeding expectations in the deployment of its Self-Assessment Tool (SAT), awarding the agency a Gold Level status for its performance.
The Director-General of BPSR, Dasuki Arabi, announced the recognition during the presentation of the SAT Report and Award to the NCAA at its headquarters in Abuja on Monday.
“It is with great pleasure and a sense of fulfilment I stand before this esteemed audience to present the report of the organisational assessment conducted in the Nigerian Civil Aviation Authority using the BPSR Self-Assessment Tool (SAT),” he said.
He also congratulated the Authority for its cooperation throughout the exercise, adding: “First and foremost, I wish to specially express sincere appreciation to the Director-General and the Management for the open arms with which they receive our Team, the eagerness exhibited to support our mission and make the process of the deployment a smooth one, which greatly contributed to its success.”
Arabi explained that the SAT was developed in 2015 “to enable public institutions in Nigeria mirror themselves against local and international good practice,” as government works to build “healthy and strong institutions capable of driving CHANGE occasioned by the dynamic and fast evolving global community.”
The assessment, he noted, offered a clear view of NCAA’s organisational strengths and operational gaps. “The exercise provided the opportunity to discover NCAA’s strengths and weaknesses i.e. where the agency is meeting good practice and where it is not, as well as where it could enhance effectiveness and efficiency,” he said.
According to Arabi, the validation stage confirmed the Authority’s performance, particularly in the areas of financial processes, procurement compliance, technology deployment, staff capacity development and collaboration. He stated that, “NCAA’s performance is rated 75.35% and therefore, emerged a ‘GOLD LEVEL Organization that EXCEEDS EXPECTATION’.”
The BPSR DG emphasised that the recognition should motivate further improvements.
“In a spirit of collaboration and the determination to effect positive change, let us leverage this opportunity to build upon our successes, address our gaps and chart a course towards greater effectiveness and efficiency,” he said.
He reaffirmed BPSR’s readiness to continue supporting NCAA: “With utmost assurances, we are fully committed to supporting NCAA in the implementation of the recommendations outlined in the report.”
In his response, the Director-General of the Nigeria Civil Aviation Authority (DGCA), Capt. Chris Najomo welcomed the assessment results and pledged to consolidate on the gains.
“It is my pleasure to welcome you to this presentation of the BPSR Self-Assessment Tool results. The exercise represents a vital step in strengthening our institutional framework for efficiency, transparency and accountability within the Nigeria Civil Aviation Authority,” he said.
He applauded the Bureau’s efforts and the commitment of NCAA staff through the process. “I commend the Bureau for this initiative and appreciate the efforts of all Directorates that participated in the assessment and validation process. The findings provide an important baseline for continuous improvement and organizational reform.”
The DGCA reiterated the Authority’s resolve to enhance performance across critical areas including service delivery, internal auditing, procurement, financial management and consumer protection. “We look forward to building on the sustainable outcomes towards enhancing service delivery and upholding the high standards of the Authority,” he stated.
The event ended with commendations for both organisations and assurances of sustained reform for improved aviation regulation and safety in Nigeria.
