The Permanent Secretary, Federal Ministry of Aviation and Aerospace Development, Mahmud Adam Kambari, FCNA, FICA, has inaugurated the reconstituted Project Management Team (PMT) for the implementation of the Enterprise Content Management (ECM) system under the 1Gov Solution initiative.
The inauguration ceremony took place at the Permanent Secretary’s Conference Room on Wednesday May 13, 2026 in Abuja.
Speaking during the event, the Permanent Secretary described the Enterprise Content Management initiative as a strategic reform programme designed to modernise records management, streamline workflow processes, enhance information sharing, preserve institutional memory, and improve service delivery across the Ministry.
He stated that the successful implementation of the ECM system would significantly boost operational efficiency, transparency, accountability, and timely decision-making within the Ministry, thereby strengthening overall institutional performance.
Kambari further charged members of the Project Management Team to discharge their responsibilities diligently in line with the Federal Government’s digital transformation agenda.
He outlined the Terms of Reference for the Team which includes
• The development and implementation of a comprehensive ECM roadmap aligned with Federal Government digitalisation initiatives;
• Coordination of ECM implementation across departments and units;
• Supervision of document digitisation, data migration, and automation of business processes;
• Promotion of capacity building and change management for staff;
• Ensuring compliance with records management and information security standards;
• Monitoring implementation progress and providing periodic reports and
• Recommendations to Management through the Office of the Permanent Secretary.
Earlier in his welcome remarks, the Director of Planning, Research and Statistics, Ibrahim Lawan, urged members of the Project Management Team to remain committed and ensure the successful delivery of the project in line with its mandate.
The inaugurated Project Management Team is chaired by the Director of Planning, Research and Statistics, Ibrahim Lawan, while Ogba U. Ukpabi serves as Co-Chairman alongside other members drawn from relevant departments and units of the Ministry.
The inauguration marks another significant step by the Federal Ministry of Aviation and Aerospace Development towards strengthening digital governance, improving administrative efficiency, and promoting effective public service delivery through technology-driven reforms.
