Govt Trains MDAs on Capital Projects Monitoring, Evaluation

FIC Report (Edo State) – The Edo State Ministry of Budget and Economic Planning has intensified efforts to strengthen accountability and efficiency in Public Service delivery through a one-day workshop aimed at improving the monitoring and evaluation of Capital projects across Ministries, Departments and Agencies (MDAs) in the State.

The Workshop, organised by the Ministry, focused on equipping Government Officials with strategies for effective project tracking, transparency, and data-driven evaluation of ongoing and completed Capital projects.

Speaking at the event, the Edo State Commissioner for Budget and Economic Planning, Dr. Elizabeth Ebosele, said the initiative aligns with the developmental vision of Governor Monday Okpebholo under the Administration’s SHINE Agenda.

She stressed the importance of establishing a strong monitoring and evaluation framework to ensure that Government Projects are properly executed and deliver measurable benefits to Citizens.

According to her, Government Budgeting and Contract awards must translate into visible development outcomes such as quality roads, improved Schools, Modern Healthcare Facilities, and impactful Investments.

Dr. Ebosele noted that Edo State is currently witnessing major investments in critical sectors including Infrastructure, Healthcare, Education, and Agriculture, warning that the absence of an effective monitoring mechanism could result in waste of Public resources and abandoned projects.

She explained that the workshop was designed to strengthen institutional capacity within MDAs, improve project supervision, identify implementation challenges early, and generate credible data for Decision-making and Policy Evaluation.

The Commissioner also commended Governor Okpebholo for his commitment to Institutional reforms and Human Capital Development aimed at enhancing Governance and Public Sector performance in the State.

Delivering a presentation at the workshop, the National Director of Monitoring and Evaluation at the Federal Ministry of Budget and Economic Planning, Hajia Olasumbo Ayinde-Yakub, described monitoring and evaluation as an essential tool for promoting accountability and ensuring value for money in Government Projects.

She stated that an effective Results-based Monitoring System helps Government Institutions assess whether projects are meeting intended objectives and addressing the actual needs of Communities.

Ayinde-Yakub further explained that proper evaluation processes enable government to determine whether capital expenditures are delivering the expected impact, adding that understanding the peculiar needs of host communities before project execution remains crucial for sustainable development.

In his closing remarks, the Acting Permanent Secretary of the Ministry of Budget and Economic Planning, Kingsley Ogbodu, appreciated the facilitators for their insightful presentations and contributions toward improving governance structures in the state.

He expressed confidence that the monitoring and evaluation initiatives introduced by the current administration would be fully institutionalised across all sectors of government.

Also speaking, the Ministry’s Director of Monitoring and Evaluation, Wisdom Friday Isaiah, thanked Governor Okpebholo for supporting the institutionalisation of critical monitoring and evaluation frameworks within the Ministry.

He equally commended Dr. Ebosele for her leadership, dedication, and commitment toward driving organisational excellence and strengthening public sector accountability.

Dignitaries at the workshop included the Head of Service, Anthony Okungbowa, represented by the Permanent Secretary for Transformation, Peters Osagie; the Edo State Attorney General and Commissioner for Justice, Roland Itoyah Otaru; the Commissioner for Information and Strategy, Kassim Afegbua; and the Commissioner for Power, Usenbo Paul Ehigie, alongside several permanent secretaries and senior government officials from MDAs involved in Capital project implementation.
