SERVICOM Repositions For Excellence As Acting National Coordinator Drives Citizen-Centric Reforms At Nigeria Revenue Service And Federal Ministry Of Livestock Development

The Service Compact with All Nigerians (SERVICOM Presidency) has intensified efforts to close the gap between government performance and citizen expectations through strategic interventions led today 9th June 2026 in Abuja, by its Acting National Coordinator, Mrs. Helen Lawal. In a dual-event approach targeting two critical sectors of governance, Mrs. Lawal spearheaded service delivery reforms at the corporate headquarters of the Nigeria Revenue Service (NRS) and a high-profile courtesy and advocacy visit to the Permanent Secretary of the newly established Federal Ministry of Livestock Development (FMLD).

At the Nigeria Revenue Service, Mrs. Lawal officially inaugurated and inducted the newly appointed Nodal Officer and members of the SERVICOM Committee for the NRS SERVICOM Department. She commended the Executive Chairman and Management Team of the NRS for fostering a proactive culture of continuous improvement, noting that the operational restructuring aligned directly with the Federal Government’s Renewed Hope Agenda of prioritizing the quality of interaction between revenue administrators and taxpayers.

Addressing the inductees, she emphasized that “public servants are service personified and reminded them that today’s citizens were more informed, more aware of their rights, and demanded seamless and transparent processes for Taxpayer Identification Number (TIN) registration, tax filing, payment, and refunds”. To meet these expectations, she charged the newly inaugurated Committee, drawn from Taxpayer Services, the Large Taxpayer Office (LTO), as well as Collection and Enforcement, with the responsibility of rejuvenating the obsolete NRS Service Charter to reflect modern performance metrics and realistic resolution timelines.

She also tasked the committee with driving compliance and redress management through independent taxpayer satisfaction surveys and by managing the NRS Customer Relations Policy to ensure clear and accessible dispute resolution pathways. Mrs. Lawal stressed that “this decentralized implementation must aggressively improve service delivery across all technical departments, zonal networks, and state offices nationwide”.

Transitioning from revenue administration to agricultural sustainability, the Acting National Coordinator later paid a courtesy and advocacy visit to the Permanent Secretary of the Federal Ministry of Livestock Development (FMLD) Dr. Chinyere Ijeoma Akujobi, to lay the foundation for SERVICOM infrastructure within the Ministry. She presented a “comprehensive policy brief on the 2005 Federal Executive Council resolution which mandates the establishment of fully operational Ministerial SERVICOM Units across all Ministries, Departments and Agencies”.

She observed that for the FMLD, quality service delivery was no longer optional because the Ministry’s mandate to improve livestock production, dairy development, veterinary care, and meat safety services must translate directly into positive outcomes for citizens. To guide the rollout, Mrs. Lawal outlined a rigorous seven-point establishment framework that begins with the appointment of a Deputy Director or equivalent to head the Ministerial SERVICOM Unit and report directly to the Ministry’s leadership. The framework also requires the unit to be staffed with competent personnel dedicated to Charter Formulation, Customer Care, Complaints Management, Service Improvement, and Support Services.

Mrs. Lawal further stated that “operational synergy will be driven by a robust Ministerial SERVICOM Committee comprising representatives from all directorates and meeting at least monthly, alongside immediate internal staff sensitization to build a responsive workforce and reduce bureaucratic delays”.

“Central to the reform is the development and launch of an official Service Charter that enshrines realistic public-facing timelines for livestock registration, vaccination access, commercial permits, and inspections. To ensure accountability, the new unit will be required to present compliance data, work plans, and complaint logs at national quarterly Charter Reporting Breakfast Meetings, while management must commit to continuous capacity building by ensuring staff participate regularly in technical training organized by the SERVICOM Institute on customer care and performance management”. She added.

In her reaction, the Permanent Secretary FMLD, Dr. Chinyere Ijeoma Akujobi, pointed out that the SERVICOM Unit was now residing in the Department of Reform Coordination and Service Improvement as established by the Office of the Head of the Civil Service of the Federation. She therefore called for stream-lining of the line of communication establishment realities. Dr. Akujobi also used the opportunity to pledge support for the establishment of the Ministerial SERVICOM Committee and Ministerial SERVICOM Unit with further commitment to ensure that the unit enjoyed a budget line in the 2027 budget.

Similarly, in her own opening address, the Director of SERVICOM/Nodal Officer Hajiya Aisha Muhammed at NRS stated that she hoped the inauguration would strengthen service delivery standards within the NRS in line with Federal Government directives on public service reforms. She challenged members to ensure the inauguration translated into better productivity.

In her closing remarks, Mrs. Lawal called on the managements of both the Nigeria Revenue Service and the Federal Ministry of Livestock Development to take total ownership of their SERVICOM units, stating that “structural reforms cannot succeed without corresponding budgetary, staffing, and managerial support”. She concluded that by restructuring tax compliance tracking at the NRS and deploying foundational service standards at the FMLD, SERVICOM continues to bridge the divide between public policy and citizen experience. She maintained that the true measure of excellent governance lies in whether public services touched lives positively. She reaffirmed SERVICOM’s conviction that all customers are kings and possess the absolute right to be served right.
