
…….Task procurement officer on value for money.
The Bureau of Public Procurement has kick-started the Batch A 2026 Mandatory Continuous Public Procurement Capacity Development Training Programme (MCPPCDTP) at the Petroleum Technology Development Fund Centre for Skills Development and Training (PTDF—CSDT) in Port Harcourt, Rivers State.
The Induction Course aims to equip procurement personnels across Ministries, Departments and Agencies (MDAs) with the principles of transparency, accountability and value for money under the Public Procurement Act 2007, and a comprehensive understanding of public procurement principles, processes, regulations, ethics and best practices in line with the on-going reforms in Nigeria public procurement system.
The Director-General/CEO, Bureau of Public Procurement (BPP), Dr. Adebowale A. Adedokun, FCIPS, in his opening remarks, highlighted the critical roles of procurement officers as custodians of public trust and stressed the shift towards electronic government procurement (e-GP) system and the BPP Digital Submission Portal to prevent corruption.
Dr. Adedokun charged the participants to make President Bola Ahmed Tinubu’s Renewed Hope Agenda deliver results by ensuring that every fund appropriated by government translates into value for Nigerian citizens. He stated that the training programme is being conducted in two batches and brings together about 700 procurement officers from across the Federal Public Service.
“That means 700 professionals whose judgement, competence and integrity will influence how public resources are transformed into goods, works and services for Nigerians. This is therefore much more than another training programme. It is an investment in the people who manage one of the most important gateways to public expenditure, public service delivery and national development “he said.
. According to the DG BPP, “this training programme comes at a very significant period in our nation’s development trajectory. Under the visionary leadership of His Excellency, President Bola Ahmed Tinubu, GCFR, and the Renewed Hope Agenda, the Federal Government is implementing reforms aimed at strengthening public institutions, improving service delivery, promoting economic efficiency and ensuring that public resources translate into measurable development outcomes for the benefits of all Nigerians. The Bureau of Public Procurement remains a critical vehicle for achieving these national objectives”
He further said, “These reforms include digitalisation initiatives, enhanced procurement planning frameworks, modernisation of procurement processes, standardisation of bidding documents, capacity development programmes and other strategic interventions designed to make public procurement more responsive to the aspirations of Nigerians”, he said.
Dr. Adedokun emphasised that, procurement is no longer viewed as mere administrative function or procedural requirement, but a strategic tool for national development, value for money, service delivery and economic growth.
“Public procurement must also become an instrument for economic development. Government remains one of the largest purchasers of goods, works and services. How government spends therefore influences markets, businesses, investment and employment” he said.
He emphasised on procurement investment, job creation, stating that the nation can creates opportunities for credible businesses, improve investors’ confidence through transparent and competitive procurement.
“Through the Nigeria First Policy, procurement can deliberately encourage local production, strengthen Nigerian enterprises, support SMEs, develop artisans and professionals, promote innovation and retain greater economic value within our country. When Nigerian businesses grow, they employ Nigerians. When industries expand, new skills are developed, when public contracts are successfully delivered, infrastructure improves and further private investment becomes possible. I therefore urge procurement officers to understand that their decisions can contribute directly to investment, industrial development and job creation, “the DG added.
He charged participants on ethics and integrity, adding that no procurement reform can succeed without ethical values.
The representative of the Secretary to the Government of the Federation (SGF), Sen. George Akume, Prof. Babatunde Bernard, Special Adviser to the SGF, in his keynote address said that procurement is indispensable in converting budgets and polices of the Renewed Hope Agenda of Mr. President into infrastructure development that directly affects Nigerians.
The SGF urged Nigerians to protect public resources by avoiding conflicts and circumstances that negatively affect due process and called on procurement entities to embrace digital technology to improve transparency and efficiency.
He also reiterated that digital transformation must be supported by effective internal control, professional competence and strict compliance with existing law, as he declared the Batch A, 2026 MCPPCDTP open.
The DG BPP Rivers State, Dr. Engr. Ine T. Briggs commended the Federal BPP for the efforts being made to close knowledge gaps through this mandatory procurement capacity building programme.
She stated that the collaboration between the federal and state procurement authorities is imperative with the ultimate objective to ensure that public procurement delivers maximum benefits to Nigerians, and Rivers State is at the fore front to embracing innovations being introduced at the federal level to improve knowledge sharing and professional standards.
The Representative of the Executive Secretary, PTDF, Prof. Shuaibu Shehu Aliyu, in the person of Mr. Waziri Laisu said that PTDF remains a supportive entity to capacity building in Nigeria which is of three categories: Human Capacity, Institutional Capacity, and Centre of excellence. He congratulated BPP team, facilitators and charged the participants to make best use of the golden opportunity.
