FIC REPORT (BAYELSA STATE) – The Nigerian Content Development and Monitoring Board (NCDMB) has reiterated its commitment to developing local capacity in the oil and gas industry following the graduation of 20 trainees under the Heritage Energy Operational Services Limited/H&W Energy Limited Human Capital Development (HCD) Training Programme.

The graduates completed the 12-month programme under the Nigerian Content Human Capital Development (NC-HCD) Initiative, which combined classroom learning with hands-on industry experience across engineering, procurement, project planning, safety, contract management, mechanical maintenance and information and communications technology (ICT).

Speaking at the close-out ceremony held on Thursday, October 8, 2026, in Port Harcourt, Rivers State, the NCDMB Manager of Human Capacity Development, Mrs. Tarilate Teide-Bribena, who delivered the keynote address on behalf of the Executive Secretary, Engr. Felix Omatsola Ogbe, FNSE, emphasised the need to equip young Nigerians with industry-relevant skills, professional certifications and practical experience to improve their employability and participation in the oil and gas sector.

Ogbe commended Heritage Energy Operational Services Limited for fulfilling its human capital development obligations and acknowledged H&W Energy Limited and its training partners for successfully implementing the programme.

He urged the graduates to embrace continuous learning, innovation, safety and professionalism, while deploying their newly acquired skills to advance the industry. He also charged them to serve as worthy ambassadors of Nigerian Content.

The initiative highlights the NCDMB’s continued drive to strengthen indigenous expertise, expand employment opportunities for young Nigerians and deepen local participation in the country’s oil and gas industry through sustained investment in human capital development.
