FMIST Goes Live on 1GOV ECMS as Nigeria Accelerates Public Service Digital Transformation

In a decisive step toward a fully digital, efficient, and accountable Public Service, the Federal Ministry of Innovation, Science and Technology (FMIST) has officially gone live on the 1GOV Enterprise Content Management System (ECMS), marking a major milestone in Nigeria’s public sector digital transformation agenda.

The historic Go-Live event, held at the Ministry’s headquarters in Abuja today, was led by the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, OON, mni, alongside the Honourable Minister of Innovation, Science and Technology, Dr. Kingsley Tochukwu Udeh (SAN), with strong institutional support from Galaxy Backbone Limited, the Federal Government’s digital infrastructure backbone.

Declaring the platform officially live, the Honourable Minister, Dr. Kingsley Tochukwu Udeh, (SAN) represented by the Permanent Secretary, Mr, Philip Ndiomu described 1GOV as “not merely an ICT solution, but a governance reform instrument.” According to him, the platform represents a collective commitment to smarter governance, institutional reform, transparency, and improved service delivery to Nigerians.

“Today, we are not just unveiling technology; we are igniting a new digital culture—one that replaces bureaucracy with efficiency, paper with performance, and delays with decisive action,” the Minister stated.

Dr. Udeh reaffirmed that FMIST launch of the 1Gov ECMS is in alignment with the Renewed Hope Agenda and called on all directors and staff of the Ministry to embrace the platform with discipline and purpose, stressing that technology alone cannot deliver transformation without people-driven adoption and consistent use.

Speaking at the launch, Mrs. Walson-Jack represented by the Permanent Secretary Sevice Policies and Strategies Office of the Head of Civil Service of the Federation, D. Isiaku Musa Mohammed described the deployment of ECMS as “a strategic and irreversible shift from fragmented, paper-based processes to a secure, integrated, and accountable digital work environment.” She noted that for a Ministry at the forefront of innovation, science, and emerging technologies, effective digital records and workflow management are not optional but fundamental.

With FMIST now fully onboarded, the Ministry joins the growing community of Ministries, Departments and Agencies (MDAs) utilising ECMS across the Federal Civil Service. The system—hosted on the 1Gov Cloud platform—enables secure digital records, automated workflows, electronic approvals, interoperability, and controlled access to sensitive information, ensuring that decision-making is driven by timely and accurate data.

The HCSF further emphasized that the ECMS launch directly supports the Federal Government’s directive for full digitalisation of work processes by 31 December 2025, while advancing Pillar Five of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25). She added that the initiative is a practical expression of President Bola Ahmed Tinubu’s Renewed Hope Agenda, which envisions a Public Service that is efficient, accountable, responsive, and digitally enabled.

In his remarks, the Managing Director/CEO of Galaxy Backbone Limited, Mr Akintayo Ayodele described the occasion as historic, noting that FMIST was once the home of Galaxy Backbone at its inception nearly two decades ago. He commended the exceptional leadership and hands-on commitment of the Head of the Civil Service of the Federation, describing it as a critical success factor in the nationwide rollout of the 1Gov Cloud.

Galaxy Backbone reaffirmed its unwavering commitment to supporting the digitalisation of the Public Service in line with Presidential Executive Order No. 5 on local content development.

The launch stands as a powerful signal that Nigeria’s Public Service is not only ready for the future but actively building it—through innovation, integrity, and impact.
