In a significant step towards easing the transportation burden on Federal Civil Servants, the Head of the Civil Service of the Federation, Mr. Olumuyiwa Enitan Abel, has inaugurated a nine-member Pilot Implementation Committee for the Renewed Hope Mass Transit Bus Scheme for Federal Civil Servants.
Speaking at the inauguration on Wednesday, 9 September 2026, the HCSF expressed appreciation to President Bola Ahmed Tinubu, GCFR, for his visionary leadership and commitment to the welfare of Nigerian workers, describing the provision of 100 electric mass transit buses for Civil Servants as a practical demonstration of the President’s determination to improve workers’ welfare, reduce transportation costs and create an enabling environment for enhanced productivity.
The HCSF disclosed that the pilot phase of the scheme would commence with 10 electric buses operating on selected routes, ahead of the full deployment of the 100 buses. He therefore charged the Committee to ensure a seamless take-off of the pilot, stressing the need for urgency, transparency, innovation and accountability in the implementation process, while eliminating unnecessary bureaucratic delays.
He expressed appreciation to the Director-General of NADDC, Otunba Oluwemimo Osanipin, and his management team for their collaboration, and expressed confidence that the pilot would provide the practical experience required to refine the scheme, facilitate the deployment of the remaining buses and ultimately establish a sustainable staff transportation model for the Federal Public Service.
In the Terms of Reference outlined to the committee, the HCSF tasked members to develop the implementation framework, identifying suitable routes, establish a transparent enrolment and payment system, recommend affordable fares, and ensure adequate safety, security and accessibility for all users, including persons living with disabilities.
The Committee is chaired by Permanent Secretary, Service Welfare Office, Dr Abdul Sule Garba, Mr. Nura Umar, Representative of the National Automotive Design and Development Council (NADDC), as Co-Chairperson,
Other members of the Committee are Arc. Joy Baderin, Director, IMD; Mr. Emmanuel Agodi, Deputy Director, EIR; Mr. Gbenga Olowoyo, Representative of JNPSNC; Mrs. Joke Onireti, NADDC; Mr. Bright Idehenre, Renewed Hope Infrastructure Development Fund; and Mrs. Bimbo Ayere, NADDC, while Mrs. Chinyere Nwosu, CAO, EIR, serves as Member/Secretary.
Responding on behalf of the Committee, the Chairman, Dr. Abdul S. U. Garba, thanked the HCSF for the confidence reposed in the members and assured him of their commitment to delivering on the mandate. He pledged that the Committee would work closely with all stakeholders to ensure an efficient, safe, transparent and sustainable transportation system for Federal Civil Servants.
The electric buses launched and commissioned on 26 August 2026 under the Renewed Hope Transit Programme, set the stage for a pilot phase expected to shape the effective deployment of the remaining buses and establish a sustainable model for staff transportation across the Federal Public Service.
