Public Procurement Process, Avenue To Regulate Governance.

ANAMBRA (FIC AWKA) Governor of Anambra State, Willie Obiano, hosted an interactive seminar on public procurement, tendering processing and effective contract pricing, for key government officials recently, in the State.

The Governor who was represented by his Deputy, Dr Nkem Okeke, said public procurement is a means to regulate government process, while enabling accountability and transparency in governance.

He cautioned public officials to shun corrupt practices and always deliver value for money.

Secretary to the State Government (SSG), Prof. Solo Chukwulobelu, who spoke earlier, described public procurement process as an important aspect of executive functions, that ensure proper procedures to be followed, for accountability, transparency and value for money.

He said it was in the interest of the State that public procurement processes be consistent with the law as part of efforts towards ensuring good governance.

The Consultant, Mr. Emeka Eze, a former Director, Bureau for Public Procurement, Abuja, while sharing his experiences, described public procurement as the use of public funds for provision of public services usually through a third party.

He noted that the general objective of public procurement was to establish appropriate system of procurement within a legal framework based on transparency, stressing that it also works in competition and objective criteria in decision-making, which would be effective in delivering value for money and prevention of corruption.

Mr. Eze also discussed the general public procurement principles and objectives as well as rules for effective contract pricing for procurement of works.

The meeting had in attendance, State Government functionaries, Head of Service, Permanent Secretaries and Heads of Agencies.
