SERVICOM Unveils NSITF Local Service Charter To Deepen Accountability And Improve Public Service Delivery

In furtherance of the Federal Government’s commitment to institutionalising excellence in public service delivery, the SERVICOM Office, Presidency has unveiled the Nigeria Social Insurance Trust Fund (NSITF) Local Service Charter, describing the initiative as a major milestone in strengthening accountability, transparency and customer-focused service delivery within the Fund.

Speaking at the unveiling ceremony held at the NSITF Headquarters in Abuja on Tuesday August 4, 2026, the Ag. National Coordinator/Chief Executive Officer of the SERVICOM Office, Mrs. Helen Lawal, said the Local Service Charter represented “an open commitment to citizens, a promise of quality service, a culture of accountability, and a pathway to institutional excellence.”

Mrs. Lawal noted that the unveiling of the Charter marked another significant achievement in SERVICOM’s mandate of promoting effective and efficient service delivery across Ministries, Departments and Agencies (MDAs), while ensuring that service providers remained accountable to those they serve. According to her, the Charter translated the statutory responsibilities of the Fund into realistic and measurable service standards that would promote transparency, accountability and improved operational performance.

Mrs. Lawal reiterated that “SERVICOM remains the Federal Government’s flagship service delivery initiative established to bridge the gap between government institutions and citizens by improving the quality, efficiency and responsiveness of public services.”

She explained that “the Office coordinates the development and implementation of Service Charters across MDAs, conducts independent customer satisfaction surveys, promotes citizens’ demand for quality public services and builds the capacity of public servants to deliver services in line with global best practices.” She further emphasised that SERVICOM was focused on improving the quality of contact between service providers and service recipients, noting that effective service delivery was measured not only by institutional processes but also by the experiences of customers.

Mrs. Lawal further explained that “the Local Service Charter is a practical accountability document that clearly defines the services offered by departments, expected service standards, timelines for service delivery, procedures for accessing services and mechanisms for lodging complaints whenever standards are not met”. She added that the Charter established measurable performance indicators for key services, thereby enabling departments to monitor and evaluate their service delivery performance while promoting greater transparency within the organisation.

To ensure successful implementation, Mrs. Lawal called on the Management of NSITF to sustain its support for the initiative through continuous staff training, effective sensitisation, widespread publicity of the Charter and regular monitoring of compliance with the prescribed service standards. She also recommended that the Quick Response (QR) Codes linked to the Charter be displayed strategically across departments and that awareness materials such as flyers and digital publications be deployed to ensure easy access by staff and stakeholders.

The Ag. National Coordinator also urged the fund to empower frontline officers to deliver services efficiently and ensure that performance data were regularly collated and reported to Management for informed decision-making. She stressed that implementation committees should monitor compliance with the Charter during quarterly meetings to ensure continuous improvement in service delivery. She also encouraged Management to sustain its commitment towards addressing service delivery gaps, implementing recommendations arising from SERVICOM interventions, publishing performance reports and reviewing service standards periodically.

Concluding her address, she asserted that “the SERVICOM Office believes that if the service standards contained in the Local Service Charter is faithfully implemented, monitored and regularly reported, the Fund will continue to function optimally while ensuring that all its internal customers and stakeholders are served right.”

Earlier, the Executive Director, Administration, Mr. Sama’ila Abdu, who represented the Managing Director of NSITF, described the unveiling of the maiden Local Service Charter as the beginning of a renewed institutional commitment to delivering timely, transparent, courteous and customer-focused services.

He said the Charter clearly communicated what customers should expect from the Fund while also setting measurable standards for staff performance.

“Today is more than the launch of a document; it is the beginning of a renewed commitment to the people we serve. The Local Charter represents our promise to every customer that they can expect services that are timely, transparent, courteous and of the highest standard.” He enthused.

Mr. Abdu observed that the real success of the initiative would be measured by the everyday experiences of customers through shorter waiting times, prompt responses to enquiries, efficient complaint resolution and the professionalism with which services were delivered.

He commended the SERVICOM Unit for successfully driving the initiative and equally called on all members of staff to embrace the Charter as a practical tool for improving service delivery across the Fund.

In her vote of thanks, the NSITF SERVICOM nodal officer, Mrs. Gertrude Biosah while appreciating management, guests, stakeholders and staff who attended the unveiling, she unequivocally enjoined everyone to “remain committed to the principles of excellent service delivery, transparency and accountability that the local charter represents.”

The unveiling of the NSITF Local Service Charter underscored SERVICOM’s continuing efforts to institutionalise a culture of accountability, transparency and excellent service delivery across the Nigerian public service, while supporting government institutions to strengthen performance, improve customer satisfaction and deliver services that met the expectations of citizens.
