2.A Bill for an Act to Repeal the Notaries Public Act, Cap. N141, Laws of Federation of Nigeria, 2004 and Enact the Notaries Public Bill, 2022 to provide for the Appointment of Notaries Public, their Registration and to Regulate the Duty of the Office of the Notary Public and to make Provisions for the performance of digital and remote notarization of documents by Notaries Public in Nigeria and the recognition of digitally notarized documents as being validly notarised; and for Related Matters (HB. 2020) (Rep. Ifeanyi Chudy Momah, Rep. Ugonna Ozurigbo and Rep. Henry Nwawuba) – Second Reading. The Bill was voted on, approved for second reading and referred to the Committee of the Whole.

3.A Bill for an Act to Provide for Establishment of Federal College of Agriculture, Kagara, Kaduna State for the purpose of providing qualitative Education in Agricultural Sciences, Agricultural Management and Extension and other Technical Knowledge in Agriculture; and for Related Matters (HB.1393) (Rep. Gabriel Saleh Zock) – Second Reading. Bill stepped down by leave of the House

4.A Bill for an Act to Establish Federal Medical Centre, Uromi, Edo State to Provide Legal Framework for the Administration and Management of the Centre; and for Related Matters (HB.1562) (Rep. Sergius Ose Ogun) – Second Reading. The Bill was voted on, approved for second reading and referred to the House Committee on Health Institutions.

Aware that the Committees are yet to present the report on the Bills, contrary to the provisions of Order Seventeen, Rule 3 (g) of the Standing Orders of the House of Representatives, to wit:

Resolution: Discharge the above-mentioned Committees from the Bills referred to them and commit same to the Committee of the Whole for consideration. The motion was voted on and adopted.

6.Need to Rehabilitate Ojapata, Ankpa, Ibana-Okpo Failed Portion of Itobe, Anyigba, Otukpa Federal Highway: Rep. Abdullahi Ibrahim All Halims:

Resolution: (i) urge the Federal Ministry of Works and Housing in collaboration with the Federal Road Maintenance Agency (FERMA) to rehabilitate the road to prevent hardship and multiple auto crash on the road;

(ii) Mandate the Committee on Legislative compliance to ensure implementation. The motion was voted on and adopted.

7.Need to Reconstruct Warri-Sapele-Benin Road and Sapele-Amukpe to Agbor Road in Delta State: Rep. Oberuakpefe Anthony Afe​and Rep. Ben Rolands Igbakpa:

Resolutions: (i) Urge the Federal Ministry of Works and Housing to embark on the reconstruction of the road;

(ii) Also urge the Inspector General of police to deplore more Police Officers to the affected roads to protect citizens from being attacked;

(iii) Mandate the Committee on Works to ensure compliance. The motion was voted on and adopted as amended.

CONSIDERATION OF REPORTS (HOUSE IN THE COMMITTEE OF THE WHOLE)

8.A Bill for an Act to Establish the Chartered Institute of Forensic And Investigative Professionals of Nigeria for effective Regulation, Registration of Members and Determination of what Standard of Knowledge and Skills to be attained by persons seeking to become Registered Members, and Qualification to Practice as Forensic and Investigative Professionals; and for Related Matters (HB.791) – Committee of the Whole: 21/6/2022. Consideration of report stepped down for further legislative action.

9.A Bill for an Act to Establish Chartered Institute of Public Administration of Nigeria and to make Provisions, among other things, for Membership and Control of the Profession of Public Administration; and for Related Matters (HB.329) – Committee of the Whole:22/9/2022.
