The Ministry of Education today announced the successful signing of a Memorandum of Understanding (MoU) between the National Board for Technical Education (NBTE) and the Pharmacy Council of Nigeria (PCN), marking a significant milestone in resolving longstanding issues surrounding Pharmacy Technician and Pharmaceutical Technology programs.

The MoU, signed by the Minister of State for Education, Hon. Dr. Yusuf Tanko Sununu, the Permanent Secretary of the Federal Ministry of Education, Mrs. Didi Esther Walson-Jack, Executive Secretary of National Board for Technical Education (NBTE), Prof. Bugaje I.M, and the Pharmacy Council of Nigeria (PCN) Pharm. Ibrahim Babashola Ahmed brings to fruition deliberations that began during a crucial meeting held on February 13, 2024.

The discussions, led by the Executive Secretary of NBTE, Prof. Bugaje I.M, highlighted the complexities surrounding the distinction between Pharmacy Technicians and Pharmacy Technologists. With concerns dating back over 22 years, Prof.

Bugaje emphasized the need for clarity and alignment between NBTE and PCN regulations to ensure the integrity and quality of Pharmacy Education in Nigeria.

In response, Pharm. Ibrahim Babashola Ahmed, representing the Pharmacy Council of Nigeria, underscored the importance of adhering to established protocols to safeguard Public health and prevent unauthorized practices within the Pharmaceutical sector.

The resolutions reached aim to address the longstanding discrepancies between the National Board for Technical Education (NBTE) and the Pharmacy Council of Nigeria (PCN) regarding the status and recognition of HND Pharmacy Technology holders. Firstly, it’s clarified that individuals with this qualification cannot practice as Pharmacists, as per PCN standards, limiting their scope to Secondary School laboratories. This decision emphasizes adherence to regulatory standards to uphold Public safety.

Additionally, existing Students in the Pharmacy Technology program will be allowed to Graduate, mitigating immediate disruptions while transitioning away from the program.

The phasing out of Pharmacy Technology programs in polytechnics signifies a strategic shift towards Pharmacy Technicians Service, aligning Educational offerings with industry requirements and ensuring Graduates’ employability. Circulars to Parastatals will facilitate widespread awareness and implementation of these decisions, promoting consistency and accountability across institutions.

Expressing gratitude for the intervention of the Hon. Minister mentioned that both parties should be committed to upholding the terms outlined in the MoU as a progressive step towards National Development.

The Ministry of Education reaffirms its commitment to fostering collaboration and consensus-building among Stakeholders in the Education Sector, with a focus on enhancing the quality and relevance of Technical and Vocational Education in Nigeria.
