VOTES AND PROCEEDINGS
Senator Tolu Odebiyi moved for the adoption of the Votes and Proceedings of Thursday, 22nd December 2022.

EXECUTIVE COMMUNICATION
Senate President Ahmad Lawn read two letters from President Muhammadu Buhari, GCFR on:
1. The transmission of the Federal Produce Inspection Service Bill for consideration and passage.
2. Request for an Amendment to the expiration clause (Section 12) of the 2022 Appropriation Act, by extending the implementation year of the Capital Component of the Act from 31 December 2022 to 31 March 2023.
POINT OF ORDER
Senator Biobarakuma Degi-Eremienyo cited Order 42 to inform the Senate on the demise of former Senator representing Bayelsa East, Inatimi Spiff, who died on 24 December in an Abuja hospital after a brief illness.
Senate observed a minute’s silence in honour of the deceased.

CONSIDERATION OF A BILL FOR SECOND READING
1. A Bill for an Act to Amend the 2022 Appropriation Act in order to extend the Implementation year from the 31st December 2022 to 31st March 2023 and for related matters, 2022 (SB:1092) by Senate Leader, Senator Ibrahim Gobir
The Bill was referred to the Committee on Supply.
Senate resolved into Committee of Supply to consider the report.
Senate reverted to Plenary to report progress.
The Senate in the Committee of Supply and Plenary considered the 2022 Appropriations Act Amendment Bill, (SB. 1092) and approved Clauses 1-2 as recommended, Explanatory Memorandum as recommended, and Long Title as recommended.
Senate suspended its Standing rule 78(1) and the Bill was read the Third Time and PASSED!

Senate in the Committee of the Whole and Plenary approved the sum of N819,536,937,813 as the 2022 Supplementary Budget for the under-mentioned Ministries:
– Federal Ministry of Agriculture and Rural Development: N69,247,175,770;
– Federal Ministry of Works and Housing: N704,789,762,043;
– Federal Capital Territory(FCT): N30,000,000,000; and
– Federal Ministry of Water Resources: N15,500,000,000.
2. Report of the Committee on Finance

Senator Adeola Solomon moved that the Senate do receive and consider the report of the Committee on Finance on the Finance Bill, 2022 (SB. 1087).

Transmission of the FGN Power Company Budget for 2022 by Senator Gabriel Suswam
Senator Gabriel Suswam moved that the Senate do receive and consider the report of the Committee on Power on the
Transmission of the FGN Power Company Budget for 2022.

Senator Gabriel Suswam laid and presented the report.
Senate approved the sum of N95,261,665,187 Billion as the FGN Power Company Budget for 2022.
4. Report of the Committee on Finance
Approval of ways and Means 2022.
Senator Adeola Solomon.
Senator Adeola Solomon moved that the Senate do receive and consider the report of the Committee on Finance on the
Approval of Ways and Means 2022.
Senator Isabel Jibrin seconded.
Senator Adeola Solomon laid and presented the report.
Senator Adeola Solomon, in his presentation, said Ways and Means are used by the government when there is a need for intervention by the federal government to cater to emergency finance.
Senate moved into Closed-door Session at 1:55 pm
Senate resumed Plenary at 3:08 pm
Senate President Ahmad Lawan reported that the Senate in a Closed Door Session deliberated on matters bordering on the workings of the Senate in particular and the National Assembly in general.
Senate suspended the consideration of the report till another legislative day.

Senator Elisha Ishaku seconded.

Senate approved the recommendations of the Committee.
6. Report of the Committee on Finance
2023 Federal Inland Revenue Service Budget (FIRS) by Senator Adeola Solomon.
Senator Adeola Solomon moved that the Senate do receive and consider the report of the Committee on Finance on the 2023 Federal Inland Revenue Service Budget (FIRS).
Senator Yakubu Oseni seconded.

Senate approved N262,959,510,955 Billion for FIRS for the fiscal year 2023.

The Senate in Committee of the Whole and Plenary considered 2023 Appropriation Bill, 2022 (SB. 1062) and approved Schedule Part A-M as recommended, Aggregates Expenditure as recommended, Clause 1-12 as recommended, Explanatory Memorandum as recommended, Short and Long Titles as recommended.
2023 Appropriation Bill, 2022 (SB. 1062) was read the Third Time and PASSED!
“Congratulations to this very Distinguished Senate and let me commend all of us in this Ninth Senate for promising and delivering on our promise. This is our Fourth and last Budget before the expiration of our tenure. I want to take this to urge the Executive arm of government to implement the 2022 Appropriations Act. We expect total implementation. It should be total because this has been what this administration has always tried to do since we came in 2019 and therefore the country and people are better for it. Let me commend the National Assembly for passing the Finance Bill which also guides the implementations of the Appropriations that we pass.” – Senate President Ahmad Lawan.
POINT OF ORDER
Senator Ali Ndume cited Orders 41 and 51 to seek the leave of the Senate to move a motion on the Urgent need to extend the withdrawal of old currency from circulation.
Senator Adamu Aliero seconded the motion.
“The timing needs to be extended to allow every Nigerian to play his/her own role. I support the motion that this withdrawal date be extended to June 30th, 2023.” – Senator Aliyu Wammako
Senate resolved to:
Urge the CBN to urgently extend the withdrawal date from 31st January to 30th June 2023
