The Office of the Head of the Civil Service of the Federation in collaboration with Bayelsa State Government organized the 2018 meeting of the Joint National Public Service Negotiating Council (JNPSNC) in Yenagoa, Bayelsa State from Monday 26th to Wednesday 28th November, 2018.

The theme of the meeting was ‘Sustaining Industrial Harmony in the Public Sector: An Imperative for Achieving Federal Government’s Change Agenda for National Development’.
The meeting was declared open by the Governor of Bayelsa State, His Excellency, Honourable Henry Seriake Dickson. He also did the Official presentation of the Constitutions of the Councils (I, II, III &Joint).

Dignitaries at the meeting include the Chairman of Council and Permanent Secretary Service Welfare Office, Office of the Head of the Civil Service of the Federation, Federal Government delegates from the Federal Government Staff Housing Loans Board, PENCOM, National Salaries and Wages Commission, Federal Mortgage Bank of Nigeria, Ministry of labour and Employment, Federal Civil Service Commission and Ministry of Justice. Permanent Secretaries of Establishments from the 36 States of the Federation and the FCT were also in attendance.

From the side of Labour, there were the National Presidents and Secretaries of the Eight (8) Unions, Presidents and Secretaries from the 36 States and the FCT were also present.
The JNPSNC meeting serves as an interface between Government and the Public Service Trade Unions to examine critical matters bordering on the welfare and conditions of service of workers in the Public Service, with a view to strengthening the service.

The meeting also considers the status of the implementation of decisions reached at previous meetings and also facilitate consultations on labour matters on national interest.
A total number of Sixteen (16) memo were presented to Council. At the end of the meeting Ten (10) memos were cleared for presentation at the next National Council of Establishment meeting. Three (3) stepped down to be handled administratively, Two (2) were advisory memos while one (1) was Informative.
